Key Responsibilities The Division of Finance and Administration (DFA) , within the Utah Department of Health & Human Services (DHHS) , is looking for a dedicated professional to fill an Administrative Service Manager position primarily working with the Division of Services for People with Disabilities (DSPD). The DFA Administrative Service Manager is responsible for overseeing and managing the finance support and oversight team. The primary responsibilities include budgeting, financial compliance, management information and data processing systems, procurement, and other related functions for the division. This position plays an integral role within the DFA team. The role manages programs and is responsible for program vision, direction, evaluation, reporting, outreach, and promotion, including maintaining relationships with partners and stakeholders. Day-to-day responsibilities of this position: Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement. Reviews fiscal operations to ensure integrity, accuracy and control of data. Reviews financial and operational activities to ensure compliance with requirements. Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Coordinates and/or manages support services such as: telecommunications, motor pool, physical security, facility and grounds, mail processing, equipment relocation, warehouse storage, etc. Develops or modifies rules, policies, or standards, etc. Manages accounting or budget activities and provides fiscal information. Prepares and defends budget recommendations, requests, reports, proposals and/or projections. Assists in maintaining and strengthening internal controls Negotiates and resolves problems with those out of compliance Qualifications Knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data. Motivating, developing, and directing people as they work, identifying the best people for the job. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. The ability to listen to and understand information and ideas presented through spoken words and sentences. Knowledge of principles and procedures for personnel recruitment, selection, training, and personnel information systems.
