Job Profile

Under the direction of the Manager of Asset & Investment Management (AIM), the Asset and Investment Planning Coordinator leads and coordinates the financial planning functions associated with the Innovation & Technology (IT) Department's portfolio of investments.

This position will coordinate with Departmental management and stakeholders to ensure completeness of information to decision makers and ensure the financial reporting meets the highest standards of openness and transparency as per the City of Winnipeg Administrative Standards FM002 & 004.

This position is also responsible for monitoring the Department's capital program, funding sources and agreements, and preparing relevant and timely financial reports deemed necessary by the Department's Manager of AIM.

In developing and maintaining the Departmental Asset Management Plans, the Coordinator plays a critical role in collaborating with Service Areas (Divisions) to establish performance measures, risk assessments, and asset management strategies. This involves leading the development, execution, and management of the Asset Management Plan, which includes crafting an executive summary, setting desired service levels, outlining a financing strategy, and creating improvement plans. The Coordinator compiles and evaluates asset data to monitor and report on asset performance, ensuring the Department meets service delivery and financial targets.

This role requires significant engagement with IT Managers and other stakeholders to gather the necessary details for building and updating the plan. The Coordinator supports the development of an asset inventory database, facilitates risk assessments, and ensures compliance with Service Level Agreements. The position is integral to optimizing operations and capital expenditures, ensuring alignment with service level targets, and conducting life-cycle costing evaluations for critical asset replacement planning.

The Asset and Investment Planning Coordinator challenges, scrutinizes, analyzes and reviews departmental technology related business cases, investment plans, budget submissions, project plans and Administrative Reports to ensure investments are appropriately forecasted and budgeted.

The Asset and Investment Planning Coordinator leads the development of the Department's capital budget submission, 10-year investment plan and detailed financial analysis. This position will also have a significant role in the development, analysis and reporting of the Innovation and Technology Department's operating budget.

As the Asset and Investment Planning Coordinator, your duties will include:

  • Lead financial analysis and coordination of input into the Department's capital investment plan and budget submission.
  • Coordination and Analysis of IT Capital Investments
  • In developing and maintaining the Departmental Asset Management Plans: Supports the Service Areas (Divisions) in developing and maintaining their Level of Service/Performance Measures Model and associated Risk Registers.
  • Capital Budget Development and Management.
  • Provides input into the Operating Budget Management for IT Divisional Managers

Your Education And Qualifications Include

  • Bachelor's degree in a related field such as Business Administration, Commerce, or Finance.
  • Associated professional designation such as CMA, CGA, CA, or CPA is considered an asset.
  • Certification in Asset Management is required.
  • Certificate in Management of Portfolio is considered an asset.
  • Post-secondary education in Project Management is considered an asset.
  • Certificate in Quality Management is considered an asset.
  • Minimum eight years' experience in the Asset Management field in a directly related position;
  • Extensive experience providing strategic advice, leadership and guidance to Senior Management in the following areas:
  • Investment/Financial Planning
  • Capital Budget Development
  • Projects/programs plan analysis including complex IT Capital Projects
  • Risk Management in both asset management and project delivery
  • Experience working in a municipal or public environment would be considered an asset.
  • Thorough knowledge of risk analysis and risk management techniques.
  • Knowledge of the Innovation & Technology industry sector.
  • Knowledge of the ISO 55000 and PAS55 Asset Management Standards is considered an asset.
  • Problem solving and decision-making skills with the ability to analyze complex issues, develop and implement practical solutions.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.
  • Demonstrated leadership skills acquired through considerable experience leading and motivating staff.
  • Demonstrated ability to develop or maintain complex financial models.
  • Organizational skills with the ability to set priorities and meet deadlines under pressure.
  • Strong negotiation skills with the ability to navigate complex environments and influence desirable outcomes through positive and collaborative relationship management.
  • Demonstrated commitment towards continuous learning, growth and the achievement of high performance.

  • *In accordance with Article 4, an employee who enters the bargaining unit on or after the date of ratification [October 29, 2020] shall be placed on Schedule A-2.

Employees of the bargaining unit who are on Schedule A-2 at the time of ratification will continue to be paid in accordance with Schedule A-2. Employees of the bargaining unit who are on Schedule A-1 at the time of ratification will continue to be paid in accordance with Schedule A-1 until they are the successful applicant to a position at a higher Administrative Salary Level (Grade) or they (or the Association on their behalf) initiate a successful reclassification to a higher Administrative Salary Level (Grade) in which case they will be placed on Schedule A-2 and subsequently follow article 25-2 (Position Evaluation - Treatment of Incumbents).
