The business is progressing through the EMI licensing process and preparing for operational launch. Its next stage involves establishing the compliance, risk, and operational foundations required to enter the market responsibly. This is an opportunity to influence how the company approaches regulatory compliance from authorisation through commercial growth. 💼 About the Role The client is seeking a full-time, fully dedicated Chief Compliance Officer to lead the compliance work stream of its EMI licence application and own the compliance function after authorisation. You will establish the company’s compliance framework, oversee AML and sanctions controls, manage regulatory engagement, and ensure licensing commitments become effective day-to-day processes. As a member of the senior leadership team, you will provide independent oversight while helping the business launch and scale within its regulatory obligations. 🔍 Responsibilities Take full ownership of the compliance work stream required to complete the EMI licensing process ; Prepare, validate, and maintain compliance policies, procedures , risk assessments, monitoring plans, and governance documentation; Coordinate regulatory submissions , interviews, and responses involving Latvijas Banka , advisers, auditors, and other stakeholders; Establish the company’s AML/CTF, sanctions, customer due diligence, transaction monitoring, and suspicious activity reporting frameworks; Translate licensing commitments into practical controls , workflows, ownership structures, and management reporting; Develop and operate a risk-based compliance monitoring programme , documenting findings and overseeing remediation; Advise senior leadership and product teams on regulatory requirements affecting products, customer journeys, partnerships, and market entry; Oversee regulatory change, compliance training, conflicts of interest, complaints governance, outsourcing oversight, and conduct risk; Escalate material compliance breaches and regulatory risks to senior management and the appropriate governance bodies; Build the compliance team, systems, and external partnerships required for launch and sustainable growth. 🎓 Requirements At least 5 years of senior compliance leadership experience , including responsibility within an EU-regulated financial institution; Hands-on involvement in an EMI, payment institution, banking, or comparable financial licence application ; Strong knowledge of AML/CTF, sanctions, customer due diligence, transaction monitoring, and regulatory compliance ; Proven experience designing and implementing compliance frameworks, policies, monitoring programmes, controls, and reporting; Ability to provide credible, independent challenge while working constructively with commercial, product, risk, and operational teams; Bachelor’s degree in Law, Finance, Business, Economics, or another relevant discipline; Professional proficiency in Latvian and English ; Residence in Latvia and the ability to commit exclusively to a full-time executive role .
