Job Title: Civil Engineer IV Job Description The Civil Engineer IV role provides discipline leadership on large, complex civil engineering projects for both greenfield and brownfield sites. Working under administrative direction, this position oversees the development of civil engineering deliverables, design criteria, proposals, and specifications, while guiding project scope, budgets, schedules, and staffing. The Civil Engineer IV combines deep technical expertise with strong project execution and supervisory capabilities to deliver constructible, code-compliant designs and to support successful construction administration. Responsibilities Lead the civil engineering discipline on large-scale industrial projects, providing technical direction and oversight for all civil design deliverables. Prepare or oversee the production of civil design and analysis, including site plans, temporary facilities layouts, grading plans, utility plans, erosion and sediment control plans, in-plant road plans and profiles, storm drainage plans and profiles, and associated drainage and earthwork calculations. Develop and monitor civil discipline project scope, engineering budgets, schedules, and staffing plans, ensuring alignment with overall project objectives and constraints. Perform and review civil calculations, sketches, drawings, specifications, and other civil engineering deliverables to ensure technical accuracy and completeness. Provide technical guidance for the civil portions of assigned projects, including active involvement in construction administration activities. Identify changes in scope as they occur, assess their impact on schedule and budget, and communicate implications to project stakeholders. Coordinate civil engineering work with other disciplines, internal departments, construction teams, permitting agencies, vendors, subcontractors, and clients to ensure integrated project execution. Monitor design work and documentation to ensure consistency with applicable local, state, and federal codes, standards, and engineering practices, and verify that designs are logically presented and constructible. Ensure compliance with zoning, wetland regulations, and other local, state, and federal agency requirements throughout the project lifecycle. Supervise and lead assigned civil engineering staff, providing mentorship, direction, and quality oversight to support successful project completion. Oversee large-scale industrial projects to ensure adherence to industry standards, budget constraints, and timelines while working within multidisciplinary teams. Effectively communicate complex technical concepts and solutions to stakeholders at all levels, including clients, contractors, and regulatory bodies. Resolve engineering challenges proactively and drive innovation in design, procurement strategies, and construction methodologies to enhance efficiency and sustainability. Utilize civil engineering design and analysis software, including AutoCAD Civil 3D, HydroCAD, HydraFlow, and Storm and Sanitary Analysis, to develop and refine project deliverables. Apply strong organizational skills to manage multiple concurrent projects and tasks in an engineering, procurement, and construction (EPC) environment. Use Microsoft Office and other relevant EPC industry software to support documentation, reporting, and coordination activities. Essential Skills Bachelor of Science degree in Civil Engineering. 10+ years of engineering experience in civil engineering design and project execution. Professional Engineer (PE) registration. Extensive experience in effective project execution and project procedures within an EPC or similar project environment. Full understanding of zoning, wetland, and local, state, and federal agency requirements, as well as generally accepted engineering standards and practices. Demonstrated ability to supervise and lead the completion of complex civil engineering projects. Strong capability to oversee large-scale industrial projects, ensuring compliance with standards, budget constraints, and timelines. Technical breadth and depth in civil engineering curriculum, with the ability to apply advanced civil design and analysis principles. Expertise in civil engineering design and analysis software, including AutoCAD Civil 3D (required), HydroCAD, HydraFlow, and Storm and Sanitary Analysis. Proficiency with AutoCAD and Civil 3D for detailed civil site and infrastructure design. Ability to effectively communicate complex technical concepts and solutions to a wide range of stakeholders. Strong organizational skills for managing multiple projects simultaneously. Effective verbal and written communication skills. Proficiency with Microsoft Office suite applications and the ability to quickly learn and use other software packages. Successful completion of a background screening process. Additional Skills & Qualifications ABET-accredited Bachelor of Science degree in Civil Engineering. Experience with civil site design, land development, stormwater management, wastewater systems, roadway design, and general site development. Hands-on experience with civil design tools and processes, including site plans, grading, drainage, stormwater, and sanitary system analysis. Familiarity with Bluebeam for document review and collaboration. Experience working with Hydrocad and Hydraflow for storm and sanitary analysis. Knowledge of IBC, ASCE, and other relevant codes and standards applicable to civil engineering design. Experience with MicroStation or similar design platforms. Knowledge of engineering, procurement, and construction style projects and associated workflows. Demonstrated ability to collaborate effectively within multidisciplinary teams and with clients, contractors, and regulatory bodies. Ability to drive innovation in design, procurement strategies, and construction methodologies to improve efficiency and sustainability. Positive attitude and strong team player mindset. Work Environment This position operates in a remote work environment, providing the flexibility to perform design, coordination, and project leadership responsibilities from a home or remote office setting. Work is primarily computer-based, utilizing civil engineering design and analysis software such as AutoCAD Civil 3D, HydroCAD, HydraFlow, Storm and Sanitary Analysis, Microsoft Office, Bluebeam, and other EPC industry tools. Collaboration with multidisciplinary teams, clients, contractors, and regulatory agencies is conducted through virtual meetings, digital document sharing, and online communication platforms. Job Type & Location This is a Contract to Hire position based out of Houston, TX. Pay and Benefits The pay range for this position is $70.00 - $81.00/hr.
