I. Job Summary The Power Compliance Manager is responsible for leading the execution, oversight, and continuous improvement of the Power Trading Compliance Program for a portfolio of landfill gas–fueled power generation assets across North America, including markets such as PJM, MISO, the Northeast, ERCOT, and other applicable ISO/RTO regions. This role provides strategic and operational leadership for regulatory compliance activities and is accountable for ensuring compliance obligations are identified, assigned, monitored, and completed accurately and timely across federal agencies, ISO/RTO market operators, reliability organizations, and applicable state regulatory agencies. The Power Compliance Manager will oversee and support compliance processes, controls, reporting calendars, regulatory submissions, and audit readiness while proactively identifying and mitigating compliance risks. The role will provide direction and guidance to cross-functional stakeholders and will serve as a key point of escalation for complex regulatory and operational compliance matters. The role requires strong cross-functional leadership and collaboration with WMRE operations, environmental (EHS), risk, legal, finance, and other business teams to translate regulatory requirements into effective operational processes, maintain a robust controls environment, and support the organization's overall compliance objectives. II. Essential Duties and Responsibilities Lead and oversee the Power Trading Compliance Program for applicable landfill gas–fueled power generation assets and markets. Interpret, assess, and operationalize regulatory requirements across FERC, DOE/EIA, EPA, ISO/RTO markets, including ERCOT, PJM, and MISO, NERC reliability standards, and applicable state regulatory agencies. Maintain a comprehensive compliance framework, including compliance calendars, reporting schedules, procedures, controls, and accountability for required submissions. Provide oversight and direction for regulatory reporting and compliance activities, including EIA reports, FERC filings, DOE-417, ISO/RTO certifications, NERC-related reporting, renewable energy certificate (REC) and registry reporting, and other applicable regulatory submissions. Ensure regulatory submissions are accurate, timely, complete, and supported by appropriate documentation and controls. Manage and prioritize compliance obligations across multiple assets, markets, regulatory programs, and reporting requirements. Prepare compliance deliverables and regulatory submissions. Identify, assess, and escalate compliance risks, including gaps in data, processes, controls, systems, and regulatory requirements. Lead the development, implementation, and enhancement of compliance controls, procedures, and documentation to maintain an audit-ready environment. Establish appropriate processes for monitoring regulatory changes and assess their potential impact on business operations and compliance obligations. Gather, validate, and oversee analysis of operational and environmental data required for regulatory reporting. Partner with operations, EHS, risk, legal, finance, and other business teams to ensure accurate and timely data inputs, certifications, and submissions. Provide leadership, direction, and subject-matter guidance to compliance team and others responsible for power market compliance activities. Develop priorities, deliverables, and ensure appropriate coverage of recurring and ad hoc compliance obligations. Serve as an escalation point for complex compliance questions, reporting issues, potential violations, and regulatory inquiries. Lead or coordinate internal and external audits, regulatory inquiries, compliance reviews, and remediation activities. Develop and maintain compliance metrics, dashboards, and management reporting to communicate program status, risks, trends, and outstanding obligations to leadership. Identify opportunities to improve efficiency, standardization, automation, and data quality across compliance processes. Lead or support implementation of compliance tracking and reporting tools, including Excel-based trackers, Power BI, and other systems. Develop and maintain strong relationships with internal and external stakeholders, including regulatory agencies, ISO/RTO market operators, consultants, auditors, and other compliance partners. Promote a culture of accountability, continuous improvement, and proactive risk management across the compliance function. III. Qualifications A. Required Qualifications Bachelor's Degree (accredited) or in lieu of degree High School Diploma or GED (accredited) 5 years of relevant work experience 5 years relevant experience in energy, utilities, power markets, regulatory compliance, or a related field (in addition to education requirement). B. Preferred Qualifications 5–8+ years of experience in energy, utilities, power markets, regulatory compliance, or a related field. Demonstrated experience managing or leading regulatory compliance programs, reporting functions, or audit environments. Experience with FERC, DOE/EIA, EPA, ISO/RTO markets, NERC reliability standards, and/or state regulatory requirements strongly preferred. Experience overseeing multiple regulatory requirements, assets, markets, or reporting programs. Demonstrated ability to lead projects, prioritize competing compliance obligations, and manage deadlines across a complex operating environment. Experience providing direction, mentoring, or oversight to other compliance professionals. Strong analytical, problem-solving, and decision-making skills with exceptional attention to detail. Ability to interpret complex regulatory requirements and translate them into practical operational processes, controls, and procedures. Strong written and verbal communication skills with the ability to communicate compliance requirements and risks effectively to both technical and executive audiences. Demonstrated ability to work independently, exercise sound judgment, and make decisions regarding compliance risks and priorities. C. Leads cross-functional teams and builds effective relationships with technical and business stakeholders. Develops and mentors compliance team members and promotes consistency and quality across compliance processes. Communicates complex regulatory requirements and compliance risks clearly to management and business stakeholders. Demonstrates a continuous-improvement mindset and identifies opportunities to improve processes, controls, technology, and reporting efficiency. IV.
