We are seeking someone who understands the complexity of Development Consent Orders (DCOs) and relevant secondary consents for this leadership position. This is an opportunity to take a visible, hands-on role in complex infrastructure delivery, working at the point where consented design, stakeholder commitments, environmental obligations and construction reality come together. Join our UK Environment and Health team as our new Consents Manager and work with us to close the gap to a sustainable future. Your new role As a Consents Manager, you will play a key role in supporting the discharge of DCO Requirements, identifying and managing secondary consents, and maintaining environmental compliance for major infrastructure and development projects. You will help clients and contractors understand, secure, discharge and comply with the consents, permits, licences, approvals and environmental commitments required to move projects from planning and pre-construction into construction delivery. This will be a predominantly site-based role, working closely with contractors, construction teams, designers, environmental specialists, planners, legal advisers, local authorities, regulators, statutory bodies and community-facing teams to identify consenting risks, coordinate submissions, support the discharge of DCO Requirements and secondary consents, and maintain clear evidence of compliance. The role will suit someone who enjoys being close to delivery, solving practical problems and using stakeholder engagement to help project teams keep works moving in line with consented commitments. You will be part of a collaborative UK team with access to Ramboll’s wider technical expertise across impact assessment, ecology, water, landscape, air quality, noise, climate, sustainability, health and safety, social value and environmental management. You will have the opportunity to lead consenting workstreams, support multi-disciplinary bids and help shape practical, proportionate solutions for complex infrastructure and development projects. Your key responsibilities will be: Lead the management of DCO requirements, secondary consents and environmental compliance for infrastructure and development projects, ensuring all legal and planning obligations are met on time. Develop and maintain discharge trackers, consent registers, application packs and evidence bundles, and prepare stakeholder briefings, meeting notes and action plans. Engage regulators, statutory consultees, local and highways authorities, contractors and technical specialists to resolve consenting issues, drive approvals and maintain programme confidence. Review and interpret environmental permissions (DCOs, TWAOs, permits, licences, CEMPs, etc.) and translate commitments into practical controls, surveys and assurance checks. Provide on-site support to contractors and delivery teams, coordinating cross-disciplinary inputs and securing robust close-out evidence for compliance. Advise on design, land, methodology and programme changes, embedding consenting requirements, seasonal constraints and mitigation measures into project schedules, and assessing associated risks and opportunities. Contribute to proposals, budgets and delivery plans for consenting and environmental management commissions, and mentor junior colleagues through technical guidance and quality review. About you Relevant experience in DCO Requirement discharge, secondary consents, environmental permitting, environmental management, infrastructure delivery or a related field. Good understanding of UK environmental legislation, consenting routes and regulatory processes, ideally with experience working with local authorities, the Environment Agency, Natural England, highways authorities or other consent-granting bodies. Experience preparing and managing consent applications, discharge and compliance trackers, environmental management plans, commitments registers and supporting evidence packs. Confident working on site with contractors and construction teams, providing clear, practical advice on DCO requirements, environmental controls, permit conditions and compliance evidence. Ability to interpret technical information quickly and communicate it clearly through high-quality written outputs, stakeholder briefings and day-to-day engagement with clients, delivery teams and external stakeholders. Strong organisational and coordination skills, with the ability to manage multiple actions, interfaces and deadlines in a programme-driven environment. Degree-qualified in environmental science, environmental management, planning, geography, engineering or a related discipline. Collaborative and delivery-focused, with a willingness to spend most of the week on site in Lincolnshire, Cambridgeshire or Suffolk, alongside travel to client offices and other project locations as required.
