Purpose of consultancy: The primary purpose of this consultancy is to provide support to Asia Pacific country offices on survivor-centred GBV administrative data collection, management, analysis and use as a key component of national VAW data ecosystems. Scope of work: Comprehensive GBV response services, including law enforcement agencies, health care centres, shelters, psychosocial support, and case management services, provided by a variety of government ministries and civil society organizations, must be guided by a survivor-centered approach which prioritises the safety, confidentiality, right to self-determination and protection from discrimination. For direct GBV service providers, paper-based and electronic systems, which ensure the safe and ethical management of highly sensitive individual data collected and managed during the process of service provision (GBV administrative data), are a key component in achieving survivor-centered care, and promoting quality, coordinated service provision that minimizes distress and support survivors to navigate available services as they choose. GBV administrative data provides critical information about the availability, accessibility and effectiveness of GBV-related policy and services. They form an integral part of the GBV multi-sectoral response system, playing a critical role in the wider data ecosystem, complementing prevalence data and qualitative research to shed light on where and when survivors are able to seek help, and whether policies are performing as intended. Given the high level of interest in setting up GBV administrative systems and the ever increasing demand for technical support in this area, APRO, in partnership with Australian Department of Foreign Affairs and Trade (DFAT) through kNOwVAWdata, has prioritised technical support and capacity building of national governments, country offices, civil society organisations to ensure safe and ethical generation, collection, analysis, storage and use of quality GBV multi-sectoral administrative data. Under the overall supervision of the Technical Lead, Violence against Women Data and Research, the consultant will support the following: Technical Support: Provide technical support in alignment with global guidelines and best practices Support country offices to review existing GBV administrative data systems and ensure application of a survivor-centred approach across the data collection, storage, analysis, dissemination, and use Support country offices in the adaptation of GBVIMS+ for use by the government and contribute to development of regional/global guidelines in this area 2 Knowledge Management: a. Conduct mapping of existing GBV administrative data systems, best practices and use cases in Asia Pacific region b. Support development, revision and finalisation of training material, user manuals, guidelines and reference tools and other products, as they arise. c. Document promising practices, strategies and approaches in aligning national GBV administrative data systems in line with global guidelines. The consultant will report to the UNFPA APRO Technical Lead on Violence against Women Data and Research and work in close collaboration with the UNFPA APRO GBV and Harmful Practices Team. Duration and working schedule: The total duration of the consultancy will be 80 working days between September 2026 to August 2027. The selected consultant will develop a workplan in consultation with the UNFPA APRO GBV Team. Place where services are to be delivered: This is home-based. The consultant has to delivered consultancy to APRO and Country Offices, as needed Delivery dates and how work will be delivered: Expected deliverables include: National System Diagnostics & Readiness Assessments (8-10 working days per country package): Conduct comprehensive assessments of national or sub-national GBV administrative data systems, multi-sectoral service mapping, or GBVIMS/GBVIMS+ readiness. Scope includes desk review, stakeholder consultations across health, police, justice, and social sectors, system gap analysis against global normative standards, and a validated national diagnostic report with prioritized technical recommendations (delivered iteratively over a 2–3 month timeframe). Data Governance & Safety Protocol Packages (10–15 working days per country package): Develop and finalize country-specific GBV data system frameworks to align national stakeholders on a survivor-centred approach to data collection, storage, transmission, aggregation and reporting. This may include the development or update of Standard Operating Procedures (SOPs), Information Sharing Protocols (ISPs), and inter-agency MoUs. Scope includes reviewing national legal/privacy legislation, facilitating multi-sectoral consensus-building workshops, embedding survivor-centered data protection principles, and establishing clear protocols for data stewardship, storage, role-based access, and data destruction (delivered over a 3–6 month timeframe). System Adaptation, Data Architecture & Interoperability Design (12–18 working days per country package): Provide technical leadership to adapt GBVIMS+ or national administrative databases for government and civil society service providers. Scope encompasses drafting national conceptual frameworks, standardizing classification systems and data dictionaries, workflow mapping, and establishing technical specifications for safe system interoperability across sector databases (delivered over a 4–6 month timeframe). Tailored Capacity Building & Training Packages (3–4 working days per 1-day training module delivered): Design, contextualize, and deliver specialized training packages on survivor-centered administrative data systems for national stakeholders, NSOs, and service providers. Scope covers curriculum customization (1-2 days), workshop delivery (1 day), and a summary outcome report with follow-up recommendations (1 day). Regional Knowledge Products & Normative Guidance Notes (8–12 working days per regional product): Conceptualize, draft, and finalize regional reference tools, user manuals, thematic guidance notes, or multi-country promising practice syntheses. Scope includes desk review, multi-country case study collation, peer-review management, and publication-ready drafting. Technical Quality Assurance & Expert Review (1-2 working days per 20 pages): Provide technical review, peer review, and alignment checks for national strategy documents, guidelines, training curricula, or technical manuals produced by country offices or external partners, ensuring adherence to global survivor-centered standards and ethical data principles. Basis of payment : Daily rate, to be paid upon accumulation of 20 working days on the basis of work completed towards deliverables specified below and acceptance by UNFPA APRO. While the type of deliverables is mentioned above, the exact number is not quantified at this stage given the majority of the work will be demand driven from UNFPA Country Offices. Note that no payment will be made until the corresponding deliverables are formally accepted and approved by UNFPA APRO. Monitoring and progress control, including reporting requirements, periodicity format and deadline: Work plan and delivery monitoring schedules will be agreed between APRO and the Consultant at the outset of the consultancy. A tracking sheet will be used to note time spent and progress against the TOR deliverables and deadlines. Supervisory arrangements: The GBV Administrative Data Systems consultant will report to UNFPA APRO Technical Lead on Violence against Women Data and Research. Expected travel: Travel to the UNFPA Country Offices and/or Regional Office (APRO) or other locations are expected, with exact dates and duration to be determined based on the need at the time of deployment. Travel expenses will be covered by UNFPA in accordance with the UNFPA Travel policy. Inputs / services to be provided by UNFPA or implementing partner : The consultant will use their personal laptop/computer. UNFPA APRO will link the consultant to Country Office focal points where necessary. Qualifications and Experience: Education: Advanced university degree (Master's or PhD) in Gender Statistics, Public Health Informatics, Data Governance, Demography, International Law, or related fields Knowledge and Experience: At least 10 years of experience in GBV administrative data systems, with proven regional or multi-country technical leadership Deep understanding of the GBV guiding principles, safety by design, and what it means to provide a survivor-centered response Demonstrated experience providing strategic policy and technical advisory services to senior government officials, NSOs, and UN leadership on national GBV data ecosystems Understanding of the steps in case management and the intersections with information management Experience supporting staff in GBV case management is desirable Experience developing and facilitating workshops and webinars Proven expertise in leading the conceptual design, contextualization, and interoperability of national GBV administrative data systems (e.g., GBVIMS+, DHIS2, Primero, HMIS). Demonstrated understanding of issues related to safety by design, confidentiality, personal data protection and other concerns related to the collection and management of sensitive data Demonstrated capacity to draft and negotiate complex inter-agency MoUs, Standard Operating Procedures, and Information Sharing Protocols aligned with national privacy legislation and global normative frameworks. Proven track record of political dialogue, multi-sectoral consensus building, and representation across regional or international statistical and normative bodies.
