Consultant(s) - To develop and support Employer Engagement campaigns to Promote the Value of TVET Graduates, including Green skills. Position location : Sri Lanka focusing on North and East Reports to : Senior Program Manager, STRIVE Contract Period : Up to a maximum of 60 working days between 01 October 2026 – 31 March 2027 Introduction The World University Service of Canada (WUSC) is a leading Canadian international development organization committed to fostering human development and global understanding through education, training, and economic empowerment. Guided by its vision of a world where every young person thrives and belongs, WUSC works as a facilitator and convener, leveraging partnerships across civil society, government, academia, and the private sector. Active in Sri Lanka since 1989, WUSC strengthens systems and fosters collaboration to expand education, entrepreneurship, and employment opportunities for youth particularly young women through gender-responsive and sustainable development initiatives. The STRIVE Project The Strengthening TVET Resilience and Inclusive Vocational Employment (STRIVE) Project is a new initiative designed to transform the economic prospects of young people, especially young women in Sri Lanka’s Northern and Eastern Provinces. Over five years, the program seeks to reduce poverty, boost regional competitiveness, and propel sustainable economic growth, giving specific attention to advancing gender equality and strengthening resilience to climate and economic shocks. Using a collaborative approach, STRIVE will drive gender responsive, environmentally sustainable collective action among actors in the Technical and Vocational Education and Training (TVET) ecosystem. These actors will be supported to increase participation of young people, particularly young women, in enhanced TVET that leads to increased gender equitable employment and self-employment in key sectors facing current and future skills gaps, with emphasis on the green economy. The two priority sectors identified in the North and East include agriculture, Hospitality, and Tourism (H&T), with ICT as a cross-cutting sector for innovation and efficiency. Purpose and Objectives of the Assignment The overall objective of the assignment is to support the designing, developing and supporting employer engagement campaigns that increase employer awareness, strengthen industry partnerships with TVET institutions, and promote employment opportunities for TVET graduates, including graduates equipped with green skills. The assignment will aim to: Increase employer awareness of the competencies, employability and value of TVET graduates. Promote the value of green skills and environmentally sustainable occupations across priority sectors. Strengthen collaboration between employers, TVET institutions, Regional Industry Forums, industry associations and government agencies. Encourage employers to provide internships, apprenticeships, workplace learning and employment opportunities for TVET graduates. Promote inclusive employment practices, particularly supporting women, youth with disabilities and other vulnerable and marginalized youth. Required Qualifications and Experience The consultant/consulting firm should have: An advanced university degree in Business Administration, Human Resource Management, Marketing, Communications, Economics, TVET, Education, Labour Market Studies, Development Studies or a related field. At least 10 years of demonstrated experience in private sector engagement, workforce development, TVET, labour market systems or employment promotion. Proven experience designing and implementing employer engagement strategies, awareness campaigns or public-private partnership initiatives. Experience working with TVET institutions, employers, chambers of commerce, industry associations and/or government agencies. Demonstrated experience in stakeholder consultations, employer forums, networking and partnership development. Experience supporting youth employment, internships, apprenticeships and school-to-work transition programmes. Experience integrating Gender Equality and Social Inclusion (GESI) into employment or skills development programmes. Experience promoting green jobs, green skills, environmental sustainability or climate-smart workforce initiatives will be a strong asset. Excellent communication, facilitation, analytical, strategic planning and report-writing skills. Ability to work independently while collaborating closely with the STRIVE team and project partners.
