Role Description The Contract Compliance Administrator is a full-time remote role responsible for ensuring that contracts, agreements, and operational activities align with applicable regulations and organizational policies. Day-to-day tasks include reviewing and monitoring contracts for compliance requirements, tracking deadlines and obligations, and maintaining accurate documentation and records. The role involves coordinating with internal teams and external partners to clarify contract terms, address compliance issues, and support audits or inspections. The Contract Compliance Administrator will also analyze data and reports, identify potential risks or discrepancies, recommend process improvements, and assist in developing and updating compliance procedures and guidelines. This position requires consistent, proactive communication to keep stakeholders informed about compliance status and contractual commitments.

Responsibilities:

• Collect, review, and approve weekly certified payrolls (WH-347 or equivalent) from all subcontractors and self-performed crews; verify prevailing wage rates, fringe calculations, and worker classifications against the applicable wage determination
• Maintain BABA/AIS compliance files: manufacturer certification letters, mill certs, country-of-origin documentation for all iron, steel, manufactured products, and construction materials incorporated into the work
• Prepare and route waiver requests (de minimis, nonavailability, cost) through the funding agency when domestic sourcing isn't feasible
• Conduct and document on-site Davis-Bacon labor interviews; reconcile interview data against submitted payrolls
• Submit conformance requests (SF-1444) when a needed labor classification isn't on the wage determination
• Track and report DBE/MBE/WBE participation against contract goals; maintain good-faith-effort documentation
• Manage restitution process when underpayments are found — calculation, sub notification, proof of payment
• Own flow-down language verification: confirm every subcontract and PO contains required federal clauses before execution
• Prepare compliance packages for funding agency audits (SRF, EPA, FEMA, USDA-RD as applicable) and respond to DOL/agency inquiries
• Maintain EEO postings, payroll posting requirements, and OSHA-adjacent site documentation tied to federal contracts

Required qualifications:

• 3+ years certified payroll / Davis-Bacon compliance on federally funded heavy civil or utility construction
• Working knowledge of BABA (2 CFR 184) and AIS requirements for SRF-funded projects — must be able to explain the difference
• Hands-on experience with LCPtracker, eMars, or Elation (name whichever your owners require)
• Ability to read a wage determination and manually verify a fringe benefit offset calculation
• Experience managing subcontractor noncompliance through to resolution, including payment withholding recommendations

Preferred:

• SRF/EPA-funded project experience specifically
• Prior involvement in a DOL Wage & Hour investigation or funding agency audit
• Notary (useful for payroll certifications in some jurisdictions) [Guessing on how much this matters for your counties]

Screening questions (with what a real answer sounds like)

1. "Walk me through what you check on a WH-347 before approving it." — Should mention: classification vs. actual work performed, wage determination match, fringe paid in cash vs. bona fide plan, OT at 1.5x base (not base+fringe), apprentice ratios and registration, Statement of Compliance signature. If they only say "check the rates," pass.
2. "A sub pays $28/hr cash with no fringe plan. The determination is $24 base + $6 fringe. Compliant or not?" — Not compliant on OT weeks ($28 < $30 total, and even at straight time they're $2 short). Anyone who says "yes, $28 > $24" doesn't understand fringe offset. This one question kills half your pool. [Certain on the mechanics]
3. "What's the difference between AIS and BABA?" — AIS: iron/steel only, SRF projects, been around since 2014. BABA: adds manufactured products and construction materials, applies to federal financial assistance broadly under IIJA. Blank stare = vertical-construction-only background.
4. "A sub is three weeks behind on certified payrolls and dodging your calls. What do you do?" — Looking for escalation path ending in payment withholding, not "keep emailing."
5. "You find a sub underpaid four workers for two months. Walk me through resolution." — Restitution calc, sub funds it, proof of payment to workers, corrected payrolls, disclosure to the contracting/funding agency if required. Bonus if they mention withholding from the sub's next pay app to fund it.
6. "You need a pipe fitting that no domestic manufacturer makes. What's the process?" — Nonavailability waiver through the funding agency, documented sourcing effort, don't install before approval. Anyone who says "just buy it and keep the receipt" is a liability.
7. "What software have you used and how many active projects/subs did you track at once?" — Volume calibration for whether they can handle your load.
