Contract Manager (Fixed Term) x 3 - Adult Care Contracts and Commissioning Division

We are pleased to invite applications for three fixed-term positions (until 31/03/2028) within the Adult Care Contracts and Commissioning Division.

These roles will contribute to the effective contract management of care home services delivered by the Private, Voluntary, and Independent (PVI) care sector across Derbyshire.

Role Overview

As a member of the Contracts and Commissioning team, you will be responsible for managing a portfolio of contracted care providers, ensuring commissioned services are delivered in line with:

  • Council contractual requirements
  • Relevant legislation and statutory obligations
  • Published professional guidance
  • Care Quality Commission (CQC) regulations

A key function of the team is to support and manage the PVI care market, ensuring services continue to meet the changing needs of Derbyshire residents. Through robust contract monitoring, we identify areas of quality concern and contractual non-compliance, working collaboratively with providers and key stakeholders to implement effective and timely improvements.

The successful post holders will provide professional advice and guidance on all aspects of contract management and will also contribute to market-shaping activities that support the Council's responsibilities under the Care Act. These roles require excellent communication and analytical skills, sound contract and risk management experience, and the ability to build and maintain positive professional relationships with a wide range of internal and external partners.

Why Join Us?

This is an excellent opportunity to contribute to the strategic development of adult social care services and play a key role in ensuring commissioned services are safe, high quality, person-centred, and provide value for public money.

The posts are based at County Hall, Matlock, in the heart of the Derbyshire Dales, and will involve regular travel to provider settings across the county. We operate a hybrid working model, combining office-based, home-based, and community-based working.

In addition, Derbyshire County Council offers:

  • 27 days annual leave, rising to 32 days after 5 years' service
  • Flexible working scheme, allowing up to two additional days off per month
  • Generous Local Government Pension Scheme
  • Guaranteed annual incremental pay progression
  • Discounts at selected county leisure centres
  • Cycle to Work scheme
  • Free online health and wellbeing sessions

Application Information

Applicants should carefully review the supporting documentation and ensure their application clearly demonstrates how they meet the essential and desirable criteria outlined in the person profile.

For an informal discussion about the roles, or for further information, please email Ann.Welburn@derbyshire.gov.uk

Provisional Interview Date: Week commencing 28/09/2026

Secondments are welcomed, subject to prior agreement from your line manager.
