Join us! Description : NAVAIR is seeking a highly capable Foreign Disclosure / Policy Analyst to support a key cooperative program with Australia. This role will focus on the development, interpretation, and implementation of policies governing the release of classified and controlled unclassified information to Australian partners, with the flexibility to address requests involving other countries as they arise. This position requires an intellectually curious, proactive professional who can collaborate with both technical and policy stakeholders, navigate complex regulatory frameworks, and translate ambiguity into clear, actionable guidance for the U.S.-Australia partnership. Responsibilities: Analyze, interpret, and apply U.S. Government and DoD foreign disclosure policies, including the National Disclosure Policy (NDP) and other service- and DoW-level disclosure policies, with a primary focus on the U.S.-Australia cooperative program. Review and adjudicate requests for disclosure of classified and controlled information, primarily for the Australian government and program partners. Partner closely with technical subject matter experts (SMEs), engineers, and program offices within the cooperative program to interpret how policy applies to complex shared systems, technologies, and program-specific scenarios. Attend program meetings with a proactive lens to anticipate and identify information required by Australian partners, taking responsibility for the serializing, logging, marking, and delivery of data to the partner. Draft, refine, and contribute to new or evolving policy guidance to ensure alignment with the operational realities and mission needs of the bilateral program. Develop, standardize, and improve processes to increase consistency, efficiency, and compliance in foreign disclosure determinations and information-sharing needs for the program. Collaborate with legal counsel, security, program management, and Australian stakeholders to ensure integrated and compliant decision-making. Manage foreign disclosure requests and policy development for other countries or international organizations as required. Identify gaps or ambiguities in existing policies and proactively propose solutions or clarifications. Design and deliver training to diverse audiences on foreign disclosure policies, interpretations, and processes; requires confidence in public speaking and the ability to tailor messaging to both technical and non-technical teams. Serve as a trusted advisor and resource across the organization on all foreign disclosure matters related to the U.S.-Australia program. Requirements Bachelor’s Degree from accredited University. In lieu of a Bachelor's degree, an Associate's degree plus two (2) additional years of work experience may be substituted. In lieu of a degree, an additional four (4) years of experience may be substituted. Three (3) to ten (10) years of experience working as a program/project/management analyst specifically for a security cooperation program. At least 1 year of experience demonstrated with international program policy, foreign disclosure review, export compliance, and/or international agreement management. Experience with DoD policy, foreign disclosure, export controls, or security cooperation is preferred but not required. Completion of formal DoD foreign disclosure training is highly preferred. Demonstrated skills writing/managing processes, providing training, briefing program status to leadership. Demonstrated ability to successfully work with large and diverse teams. Microsoft Office suite proficiency, i.e., Word, Excel, and PowerPoint. Experience developing program-level briefs. Ability to work within a challenging, fast-paced, team-oriented environment. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Maryland Pay Transparency:   $115,000-$130,000.
