ECF leads initiatives that reduce the environmental footprint of both the broader Toronto community and the City’s own operations, guided by the TransformTO Climate Action Strategy. As a Coordinator Policy & Program, you will provide coordination and strategic support on a range of divisional programs, training, projects, initiatives and issues in a Director’s Office. Major Responsibilities: Implements detailed plans and initiatives and recommends policies/procedures regarding program specific requirements and decisions from Senior Management Team. Conducts research into assigned areas taking into account developments within the field, corporate policies and practices, legislation and initiatives by the private sector, not for profits and other levels of government. Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations. Identifies priorities and develops appropriate responses and recommendations within the division on confidential issues such as service planning, strategic planning, etc. that could impact staffing levels, resource allocation, or organizational structures. Coordinates and manages the implementation of identified projects and programs and provides ongoing tracking and follow-up on actions identified in divisional and corporate plans. Deals with confidential and sensitive information related to corporate and divisional programs, polices and strategies. Liaises with senior management and divisional staff in the coordination and implementation of the division's various plans, policies and programs. Designs divisional action plans for operations and practices, and develops strategies/policies/programs to achieve approved time frames and technical requirements. Supports the development of workplans Identifies and recommends project options with short/medium/long term implementation periods. Liaises between the division and other divisions across the City, with respect to divisional and operational programs and issues in order to establish, maintain and develop linkages to other divisions, agencies and boards to ensure effective partnerships within the corporation. Communicates regularly with all operating areas of the division, to facilitate and inform senior management on matters which require attention, both orally and in writing. Identifies training needs and supports/leads the delivery of training, either directly or by internal and external service providers. Leads and coordinates special projects/programs as assigned, including reporting on assigned projects/programs. Represents the Division; fosters, and works collaboratively to maintain close and effective, working relationships with other staff in the division, vendors and non-profit organizations, staff from other City divisions and other levels of government, consultants, and members of the public or other groups as appropriate. Attends meetings where confidential information is discussed, such as change initiatives. Supports the development and implementation of policies and programs and monitors and evaluates outcomes. Maintains an awareness of developments and advancements in areas related to the section/division. Organizes seminars, events and communication material as required. Develops and/or facilitates presentation material. Key Qualifications Post-secondary education in public administration, environmental studies, climate change, sustainability, policy, planning, business administration, or a related discipline, or an equivalent combination of education and relevant experience (i.e. training with Indigenous knowledge keepers and Elders). Considerable experience providing strategic, policy, project/program as well as administrative and operational support to senior leadership, preferably in a large public sector organization. Considerable experience coordinating issues management, briefing processes, senior management meetings, action tracking, and divisional priorities, ensuring timely follow-up and resolution of emerging issues. Considerable experience researching, analyzing and synthesizing complex information and developing briefing notes, reports, presentations, correspondence and strategic recommendations for senior leadership, committees and decision-makers. Considerable experience coordinating and supporting corporate, divisional, and cross-functional projects/programs and initiatives involving multiple stakeholders, competing priorities, complex administration and tight timelines. Considerable experience building and maintaining effective working relationships with senior management, staff across divisions, agencies, boards, elected officials, external partners, consultants, community organizations and other orders of government. You Must Also Have Knowledge of municipal government decision-making processes, including Council, Committee, briefing and reporting requirements. Knowledge of strategic planning, policy development, program management, performance measurement and continuous improvement principles. Strong political acuity, diplomacy and judgement, with the ability to deal effectively with sensitive, confidential and high-profile issues. Excellent organizational and project management skills with the ability to manage multiple priorities, coordinate competing demands and meet critical deadlines. Superior written and verbal communication skills, including the ability to prepare executive-level briefing materials, presentations, reports and correspondence. Excellent relationship management, facilitation, consultation and stakeholder engagement skills. Advanced analytical and problem-solving skills, including the ability to identify risks, issues and opportunities and recommend practical solutions. Highly developed proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook and Teams.
