We are recruiting for a C1 Data Architect to join the Digital and Data function in Revenue Scotland and lead our Data and Architecture team. You will provide technical leadership on data architecture, standards, and modelling across the organisation, and lead our engagement with our suppliers on the data design during the procurement of our new digital tax administration team. The Data and Architecture team (this role and a B3 Senior Data Engineer) is responsible for data provision for Revenue Scotland, including management and development of our internal cloud platform, working closely with our analytical team and internal operational users. Build and maintain a single organisational data model for reporting and analysis, bringing together multiple data sources Set and govern standards for approved data modelling techniques and LDM patterns. Oversee development and maintenance of enterprise logical data models. Translate and effectively communicate the significance of data architecture across both technical and non-technical stakeholders, while also facilitating discussions within a multidisciplinary team. Understand and help teams apply a range of techniques for data profiling. Develop and define data governance and take responsibility for collaborating and supporting in wider governance. Understand how to assure and integrate data services to meet the needs of multiple business services. Work proactively to ensure the organisation designs architecture that considers data. Success Profiles: Success profiles are specific to each job and they include the mix of behaviours, experience and technical criteria (if applicable) that candidates will be assessed on. Technical Skills: This role is aligned to the Data Architect role in the Government Digital and Data Profession. These skills will be tested during the Technical Assessment if you are successful at sift stage. They will not be assessed at application stage. You have expertise in data management practices, being able to develop and implement practical and useful guidance for non-technical users to ensure data quality and consistency across teams and organisations. You have extensive experience in solution architecture and design, being able to communicate and collaborate with stakeholders to define and deliver target operating models to deliver data solutions that meet business needs and align with the government’s vision for a Digital Scotland. You have extensive experience in information governance and standards, being able to develop and ensure conformity to existing guidance and potential risks to protect data security and privacy across teams and organisations. Our Corporate Plan sets out our strategic objectives for the next three years. Working Pattern Our standard hours are 35 hours per week, we offer a range of flexible and hybrid working options. Our hybrid working principles require you to attend your assigned office, Victoria Quay, Edinburgh at least 2/3 days each month. Our hybrid approach supports a blend of home and workplace working, this should be agreed with the line manager to achieve the right balance between collaboration, in-person engagement and flexibility. You can also work from our Glasgow hub office if required. Security Checks Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. Pay Supplement This post is part of the Scottish Government Digital, Data and Technology (DDAT) profession, as a member of the profession you will join the professional development system. This post currently attracts a £4000 annual DDAT pay supplement, applicable after a 3 months competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are reviewed regularly and there is one currently underway. Changes will be communicated when the review is concluded.
