Overview Please note that this position is contingent upon the successful award of a contract currently under bid. Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Research and data driven, Goldbelt Professional Services’ experts create solutions customized to the client’s needs. Summary: Goldbelt Professional Services is seeking a Data Manager III to provide data management and development support to the Clinical and Environmental Microbiology Branch (CEMB). Responsibilities Essential Job Functions: Develop/modify electronic (IT) solutions utilizing existing branch infrastructure/software for data collection and management, including administrative budgets for Branch Visa Card and Purchase Order/Contract requests, laboratory quality management information systems, specimen inventory, equipment/training tracking, and AR Bank biorepository data. Develop/leverage IT and web technologies to facilitate communication and data sharing with internal and external partners for non-CLIA research and surveillance, CLIA diagnostic testing, and surge laboratory responses. Create workflow solutions to expedite data transfer between teams for outbreak/surveillance investigations and leverage common data exchange formats for emergency surge responses. Modify existing SharePoint purchasing workflows and software applications for branch Travel, HR, Credit Card, Emergency Response Request, and ICE order purchases to reduce turnaround time; work with cross-functional teams to integrate solutions. Serve as the branch's primary liaison for ITSO, MISO, or third-party inquiries, including new IT equipment submissions, quality management/inventory software installation, and IT solution gap analysis. Develop a software solution for work order submission to streamline the IFMS process for standardized information collection and review/approval by Branch PMO and/or Quality team manager. Coordinate with agency cross-functional teams to integrate and maintain branch content for external-facing CDC websites, ARLN sites, and other collaborative web-based efforts. Develop, process, track, and report electronic records and reports (equipment maintenance/calibration forms, personnel competency assessments, CLIA regulatory summaries, receiving/lot information) using existing agency technologies. Modernize AR Bank's inventory and ordering system into an automated workflow integrating web technologies to improve data transfer accuracy, speed, and customer communication. Work with branch staff to identify AR Bank inventory system requirements and implement them (e.g., automated low-stock notifications). Work with agency bioinformaticians to develop standardized applications for pipeline development (e.g., .csv to .json data interchange for downstream analysis). Maintain software and applicable hardware used in the development process. Participate during CDC response activities and training exercises under direction of the DHQP Team Lead; duties include staffing the EOC desk to help support CDC's mission. Qualifications Necessary Skills and Knowledge: Ability to communicate orally and in writing to make clear, convincing presentations. Knowledge of the rules, procedures, and principles that govern intramural and extramural program development, monitoring, and evaluation. Highly proficient in using Microsoft Office Tools (Word, Excel, Access, PowerPoint, Teams, and SharePoint). Excellent judgment and decision-making; capable of working independently with ability to multitask successfully. Demonstrate excellent written and verbal communication in interpersonal exchanges. Highly organized with great attention to detail. Minimum Qualifications: Bachelor's degree in Statistics, Data Science, Public Health, or related field. 1-2 years of experience providing public health data analysis and manipulating, cleaning, and reporting data using a variety of statistical functions. Basic proficiency with Excel and databases; familiarity with SQL, reporting tools, or data-management systems. Ability to perform data entry, cleaning, validation, reconciliation, and basic quality-control activities. Ability to identify and troubleshoot routine data discrepancies. Ability to obtain and maintain CDC Public Trust Clearance. Preferred Qualifications: Master’s degree in Statistics, Data Science, Public Health, or related field. 3 – 5 years of experience providing public health data analysis and manipulating, cleaning, and reporting data using a variety of statistical functions. Prior experience working with the CDC is highly desired to understand the culture and environment. Pay and Benefits The salary range for this position is $110,000 to $115,000 annually.
