Position Summary SD Solutions is seeking a Database Management Specialist Level II to support the National Institute of Nursing Research's modernization of data, business processes, and administrative applications using the Microsoft Power Platform. The Database Management Specialist will support the assessment, design, implementation, migration, administration, security, and ongoing management of data used by NINR's Power Platform applications and related business processes. The position will have a particular focus on designing relational data models in Microsoft Dataverse to support NINR administrative information, including scientific, personnel, grants, and other operational data. The specialist will work closely with NINR stakeholders, the Project Manager, Power Platform solution architects, application developers, and information engineering personnel to transform existing spreadsheet, database, SharePoint, and application data into secure, scalable, governed data solutions. NINR specifically requires review of existing spreadsheets and databases to identify migration risks and requires relational Dataverse models to support new and modernized Power Apps. Key Responsibilities Design, develop, configure, and maintain relational data models in Microsoft Dataverse supporting NINR administrative data and business processes. Analyze existing spreadsheets, databases, SharePoint data sources, and application data to identify modernization opportunities, dependencies, migration requirements, and risks. Develop logical and physical data models, entity/table structures, relationships, keys, business rules, validation rules, and data dictionaries. Translate business and application requirements into scalable data architectures supporting model-driven Power Apps and other Power Platform solutions. Work with Power Platform engineers and developers to ensure Dataverse structures effectively support end-to-end workflow tracking, business rules, reporting, and automation. Plan and execute migration of legacy data from spreadsheets, databases, SharePoint lists, and other approved sources into Dataverse or other target environments. Perform data profiling, cleansing, transformation, mapping, validation, reconciliation, and quality-control activities before and after migration. Establish data-quality standards and identify duplicate, incomplete, inconsistent, obsolete, or otherwise problematic data. Develop and maintain technical documentation, including data models, schemas, data dictionaries, source-to-target mappings, migration plans, configuration documentation, and operating procedures. Support integration between Dataverse/Power Platform applications and external Federal systems. Collaborate with application engineers to develop and support custom connectors and data synchronization mechanisms between Power Platform applications and approved Federal systems. Support integration of Dataverse and other authorized data sources with Power BI dashboards, visualizations, and automated reports. Optimize data structures and queries to support application usability, performance, reporting, and scalability. Configure and support appropriate data-access controls, security roles, permissions, and role-based access control (RBAC). Help protect PII/PHI and other sensitive NINR information by implementing least-privilege access and applicable HHS/NIH privacy and security requirements. Support data governance, retention, records management, backup, recovery, and continuity requirements as applicable to assigned systems. Assist with troubleshooting database, Dataverse, application-data, migration, synchronization, and integration issues. Conduct root-cause analysis and implement corrective actions for data-related production issues. Support application testing, including data validation during system, integration, regression, and user acceptance testing. Participate in Agile ceremonies, backlog refinement, sprint planning, demonstrations, retrospectives, and technical design sessions. Support production deployment and post-production maintenance of existing and new Power Platform applications. Collaborate with technical teams to maintain configuration and solution artifacts in accordance with NINR development and change-management practices. Support Section 508-compliant applications and reporting by ensuring data structures and integrations do not impede accessibility requirements. Required Qualifications 5+ years of relevant experience in database management, data engineering, data architecture, relational data modeling, application data management, or related IT disciplines. Demonstrated experience designing and maintaining relational database structures and data models. Hands-on experience with Microsoft Dataverse or substantial Microsoft data-platform experience applicable to Dataverse-based solutions. Experience supporting data-driven enterprise applications and business-process automation. Experience with data migration, including source assessment, mapping, transformation, cleansing, validation, and reconciliation. Experience with relational database concepts, including tables/entities, relationships, keys, constraints, normalization, referential integrity, and data validation. Experience defining and implementing data-access controls and security roles. Experience integrating data across applications, databases, APIs, or other enterprise systems. Experience supporting development, testing, deployment, and production operations. Experience developing database/data architecture and technical documentation. Understanding of data governance, data quality, privacy, security, backup/recovery, and records-management principles. Ability to collaborate effectively with business analysts, Power Platform developers, application engineers, and Government stakeholders. Strong analytical, troubleshooting, documentation, and communication skills. Security / Access The candidate must be able to obtain and maintain the Government/NIH system and logical access required to perform assigned duties and comply with applicable HHS/NIH information-security and privacy requirements. Because the role may support Dataverse environments containing scientific, personnel, grants, and other administrative data, the individual must be capable of appropriately handling sensitive Government information and implementing data-access controls consistent with approved security roles and least-privilege principles. NINR also requires RBAC across SharePoint Online, Teams, and Microsoft Power Apps to protect PII/PHI and limit sensitive information to authorized personnel. Location Primarily remote / contractor location, with participation in virtual meetings and occasional onsite meetings at NIH as required.
