Jackson Street Phoenix, AZ 85007 Posting Details: Salary: $143,232.96 Grade: 31 Closing Date: September 13, 2026 Job Summary: This position serves as the Deputy Director for the Multimodal Planning Division and performs functions related to multi-modal state transportation planning. This position manages capital improvements for all transportation modes within the State of Arizona. This position focuses on transportation planning efforts throughout the state and collaborates with other stakeholders (Metropolitan Planning Organizations, Councils of Government, and other local jurisdictions). Travel will be required. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance. Job Duties: Actively collaborates and communicates with stakeholders in the transportation planning process. This includes the Priority Planning Committee, State Transportation Board, state and local elected and/or appointed officials, members of the State Legislature, Congress members, counterparts from other states and Governor's Office personnel. Travel will be required. Advise group/section managers and personnel on process improvement, organization, staffing, training, quality, strategic planning, and budget issues. Coordinates and facilities decision making processes with group/section managers. Directs the activities of transportation planners and analysts in developing regional multi-modal transportation plans and programs. Also directs the activities of the multi-discipline teams, which coordinate the work with regional and urban agencies. Executes agreements, policies and procedures for the agency. Responds to policy related correspondence and reports. Resolves MPD development, administrative, and operational issues. Develops job responsibilities and performance expectations for all direct reports. Monitors and manages the performance management of the personnel. Knowledge, Skills & Abilities (KSAs): KNOWLEDGE OF: Multi-modal planning process, including project scoping, data gathering, information analysis and report preparation. Planning for highways, rail, bus and other modes of transportation. Organizational and operational procedures of ADOT and State government, including budgetary legislative, contracting, personnel, and procurement processes, and their responsibilities and authority of various agencies in State government. Federal and State highway programs and associated processes. Google SKILLS IN: Written and verbal communication skills, including ability to make presentations to the public, legislators and other varied parties. Leadership skills to motivate and direct subordinate employees. Skills to negotiate intergovernmental agreements and private sector agreements. Listening to and working collaboratively with the public and constituents to develop creative solutions to address their concerns and issues. Coach and develop employees, including continuous improvement practices and principles. ABILITY TO: Independently organize planning studies and supervise the work of others. Instruct, direct, and evaluate employees; Manage and supervise a large professional staff (ADOT and/or Consultants). Coordinate research with other work units, other agencies, and other states. Analyze and evaluate data; Develop methods and procedures for use in the compilation, analysis, and interpretation of data. Prepare clear and concise reports and tabulations pertaining to transportation planning statistics and factual data; Create forecasts based on studies or data. Maintain records, prepare reports, and compose correspondence related to the work. Maintain favorable public relations; Communicate effectively. Selective Preference(s): A Bachelor's Degree Pre-Employment Requirements: A Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11). Candidates will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date. All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
