IBTCI specializes in monitoring, evaluation, research, and learning (MERL) and institutional support across sectors including conflict and crisis, democracy and governance, agriculture, economic growth, food security, education, environment, and global health. Assignment Title: Deputy Team Leader / Senior Evaluation Expert Department/Location: Remote, with potential travel to Ethiopia, Ukraine, Haiti, the Philippines, and/or Türkiye Technical Point of Contact: Team Leader / Project Director Type: Consultant, Short-term / Intermittent Classification: Consultancy Overview: IBTCI is seeking a Deputy Team Leader / Senior Evaluation Expert for a proposed Livelihoods Framework and Evaluations assignment covering 13 projects in Ethiopia, Ukraine, Haiti, the Philippines, and Türkiye. The Deputy will support the Team Leader in designing the portfolio Theory of Change and standardized MEAL tools; coordinate instrument design, data processing, and integrated analysis; and maintain delivery and quality across evaluations conducted simultaneously. The selected expert should bring senior MERL and livelihoods experience and methodological expertise in qualitative and/or quantitative research. This is an intermittent, part-time consultancy anticipated to begin in October 2026. Essential Duties/Tasks and Responsibilities: Support technical leadership, work planning, task coordination, quality assurance, and client communication. Develop and validate portfolio-level Theory of Change, common livelihood outcomes and indicators, and project-level logic-model framework. Translate the Theory of Change and scorecard requirements into evaluation matrices, data-collection instruments, field protocols, coding frameworks, data-management plans, and analysis plans. Lead design and revision of qualitative and/or quantitative instruments, ensuring clear constructs, culturally appropriate wording, feasible administration, and alignment across countries and project types. Coordinate development of the pre-project vetting toolset, monitoring checklist, outcome surveys, user guides, and scoring instructions designed for consistent use and high inter-rater reliability. Support empirical reliability testing and tool pilots, synthesize user feedback and test results, and manage documented revision and version-control processes. Coordinate desk reviews, secondary-data assessment, instrument programming, field readiness, incoming-data review, data cleaning, qualitative coding, quantitative analysis, triangulation, and evidence synthesis. Manage the integration of existing implementing-organization data with independent livelihoods data collection, ensuring limitations and inherited design constraints are transparently documented. Support the design of comparison-group, difference-in-differences, interrupted-time-series, matched-comparison, contribution-analysis, or other proportionate approaches where appropriate; highly rigorous RCT designs are not expected. Review evaluation plans, sampling and field protocols, data products, scorecards, evaluation reports, slide decks, and presentations for methodological coherence, evidence traceability, and consistency with requirements. Supervise or coordinate data-management specialists, additional analysts, country coordinators, and field teams as assigned, including concurrent workstreams across evaluation clusters. Ensure ethics, informed consent, confidentiality, data protection, safeguarding, accessibility, and conflict-of-interest requirements are operationalized in tools and field procedures. Contribute to monthly progress updates, stakeholder consultations, findings validation, learning discussions, final reports, and cluster and portfolio presentations. Minimum Qualifications: At least 10 years of progressively responsible experience in MERL, evaluation, applied research, or program/project design, including senior technical responsibility for complex evaluations. Demonstrated experience designing Theories of Change, logic models, evaluation frameworks, mixed-methods evaluation plans, and qualitative and/or quantitative instruments. Advanced expertise in qualitative or quantitative research and the ability to integrate findings across methods. Demonstrated experience with data processing and analysis, including development of codebooks, coding frameworks, cleaning rules, analysis plans, and quality-control procedures. Relevant livelihoods, food security, resilience, agriculture, market systems, enterprise development, or economic-strengthening experience. Experience collaborating with international and local NGOs, government counterparts, community groups, and field research teams. Experience coordinating multiple workstreams and producing high-quality evaluation reports and presentations under tight timelines. Excellent written and oral communication skills in English. Education: Master's degree or higher in evaluation, international development, economics, public policy, social sciences, livelihoods, statistics, or another relevant field. Preferred Knowledge, Skills, and Abilities: PhD in development research, evaluation, experimental or quasi-experimental design, or a subject-matter field relevant to livelihoods. Experience with portfolio evaluation frameworks, indicator harmonization, and scorecards. Experience in one or more target countries or comparable humanitarian, fragile, or conflict-affected settings. Working knowledge of SPSS, Stata, R, NVivo, MAXQDA, ATLAS.ti, or comparable analysis software. Work environment: This position is primarily remote and requires close collaboration across time zones, with potential field travel as assigned. Physical Requirements: This position requires the ability to speak, hear, see, use a computer or mobile device, and lift small objects up to 20 lbs.
