Official Title: Director, Court Education Department Pay Grade: Executive Management Salary Range: EXM Entry Level Pay $141,089.52 to Pay Range Maximum $199,922.84 Salary Notes: This position is designated as Management. Starting Salary will be based on a review of qualifications and experience. Departmental Mission Statement: The Court Education Department (CourtEd) operates to support the administration of justice through the collaborative design and delivery of education, training, and professional development programs, and the development of practical resources for judges, appointed and elected officials, and court employees throughout the Judicial Branch. ORGANIZATIONAL PROFILE: https://www.mass.gov/orgs/court-education-department-courted Notes: This position currently offers a hybrid schedule of no more than two days remote per week (subject to change). This position will remain open until filled with preference given to candidates that apply within the first 14 days. Position Summary: The Director of CourtEd leads a team of sixteen professionals dedicated to the development and delivery of quality learning and education opportunities for the workforce. CourtEd staff work with partners across the judicial branch in a variety of capacities to meet the education, training, and professional development needs of the court system. Its primary location is Boston. Supervision Received: Reports to the Trial Court’s Court Administrator and Chief Justice of the Trial Court with limited direction in performing duties that require a high degree of independent judgment. Supervisory Responsibility: Responsible for management and supervision of all department staff. Essential Functions and Responsibilities: Directs and manages all business operations of the Court Education Department, including all personnel matters and assignments, fiscal and procurement processes, budget, department policies and procedures, and development, production, and delivery of a core court curriculum that addresses priority education, training, and professional development needs of the workforce from onboarding to retirement. Leads the hiring, promotion, and career development efforts for all department staff. Identifies annual and recurring training priorities, in consultation with Trial Court leadership and the CourtEd team, and develops a training plan to address those priorities, and the operational needs of the Trial Court. Together with CourtEd staff, work collaboratively with court leaders and subject matter experts across the organization to design, develop, and deliver educational programs that satisfy the professional development and training needs of judges, elected and appointed officials, and all court staff. Manages the integration and coordination of education and training services into Trial Court strategic planning, goals, objectives, and operations. Oversees the development, implementation and reporting on strategic planning goals, initiatives and strategies for the Trial Court and CourtEd. Continually updates and maintains the department’s Operations Manual that includes, among other things, internal department personnel policies and practices, and project/program management workflows and expectations. Oversees the development, implementation, tracking and compliance reporting of online/on-demand, virtual and in-person training, including both mandatory and elective programs. Oversees the management, maintenance, and functioning of the organization’s Learning Management System, benefitting the entire Judicial Branch. Manages all systemwide communications and compliance efforts regarding mandatory training programs. Monitors trends in Judicial Branch education, continually assessing the impact of changes in law, practice, procedure, policies, and protocol on the training and education needs of Judicial Branch personnel; and developments in the design and delivery of training and education due to new and evolving technologies and systems; and workforce trends and preferences. Provides relevant data to Trial Court leadership and identifies and communicates operational and maintenance priorities for the formulation of the department annual budget and personnel requirements. Engages in ongoing performance measurement and management and continuous improvement. Performs other duties as required. Qualifications Minimum Requirements: These are the minimum requirements for the position of Director of the Court Education Department: Education and Experience: Bachelor's Degree from an accredited college or university. Graduate degree (Masters or JD) in education, business, law, or instructional design preferred. Ten (10) years of applicable work experience; four (4) of which will include personnel and/or project supervision/management experience. Equivalent combinations of education and experience will be considered for meeting minimum qualifications. Knowledge of the Massachusetts court system preferred. Knowledge, Skills and Abilities: Strong interpersonal and communication skills, including writing and public speaking ability commensurate with senior and executive management team level and the ability to work professionally with persons at all levels, including Chief Justices, judges, and clerk-magistrates, and to maintain effective working relationships. Demonstrated ability to develop, implement, and enforce fair and effective policies, procedures, and practices for personnel and operations of the department. Skilled in leading, coaching, and working effectively and collaboratively with team members individually, and as a team unit, developing positive and mission-driven collaboration and success among team members. Ability to manage fiscal, procurement, and legal matters that arise in the planning, development, and delivery of education and training programs. Proficiency using the full suite of Microsoft Office technologies, Zoom and other Video Conferencing and webinar Technologies; familiarity and experience engaging with Learning Management System technology; Experienced and comfortable with using presentation, teaching, and delivery technologies; familiarity with eLearning technology. Strong analytical and practical problem-solving skills. Strong relationship-building skills, ability to work well with others and provide support for team members’ professional goals and development. Ability to adapt quickly to changing circumstances and develop creative solutions for issues that require timely resolution. Ability to work independently with a high degree of independent judgment, initiative, discretion, collegiality, integrity, and empathy. Strong time management and project management skills and ability to set and reach goals and deadlines. Ability to think both strategically and creatively when identifying, developing, and planning large-scale curricula and training initiatives, with a goal of creating a system-wide court core curriculum that aligns with strategic education goals and objectives Ability to effectively facilitate and present at training seminars and public speaking engagements; and to lead working groups, standing committees and other education planning committees Ability to travel within the Commonwealth to trainings, conferences, meetings, and other events; and to maintain a flexible work schedule.
