The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is a new agency, created to address the ongoing challenges of affordable housing in Los Angeles County. We help people stay in their homes and increase housing options in communities throughout the County. Our agency was created by California state legislation sponsored by community organizations and housing experts, approved by the State Legislature, and signed by Governor Gavin Newsom. We are governed by a Board of 22 Los Angeles County leaders, including elected officials and housing experts. Now that you know who we are, here’s what we’re building and how you can help shape it. The Director, Grants & Funding Administration will oversee the full grant lifecycle, including grant administration, financial stewardship, risk management, subrecipient oversight, performance monitoring, reporting coordination, and closeout activities. Reporting to the Deputy Chief Compliance Officer and serving as the Agency's lead for grants administration, you will apply a solutions-oriented approach to provide ongoing oversight, stewardship, and active monitoring of grant-funded activities. What You'll Do Establish and lead LACAHSA’s Grants Management function, including development of grant administration processes, lifecycle oversight practices, governance structures, and operational standards. Oversee the administration of grant-funded programs and funding allocations throughout the grant lifecycle, including award acceptance, grant setup, budget management, amendments, reporting coordination, disbursements, monitoring, and closeout activities. Lead active grant stewardship activities through ongoing engagement with Program staff, Eligible Jurisdictions, contractors, and subrecipients to monitor implementation progress, performance trends, funding utilization , and emerging risks. Implement LACAHSA’s risk-based monitoring framework by conducting ongoing grant oversight activities, tracking risk indicators, facilitating corrective actions, and supporting timely resolution of performance, operational, and grant administration issues. Partner with Program, Finance, and Compliance teams to strengthen coordination, improve accountability, and support successful implementation of grant-funded activities. Develop portfolio management, reporting, and oversight practices that provide leadership visibility into grant performance, expenditures, contractual and statutory reporting obligations, funding utilization , and emerging risks. Identify and escalate emerging programmatic, financial, operational, and grant administration risks while recommending solutions, technical assistance , and process improvements that support successful grant outcomes and effective stewardship of public funds. What You'll Bring A Bachelor's degree from an accredited college in Public Administration, Business Administration, Finance, Accounting, Public Policy, Housing, Urban Planning, or a closely related field. 8 years of progressively responsible leadership experience in grants management, public funding administration, program oversight, compliance, finance, housing, homelessness, human services, or a related field. 5 years of management experience leading high-performing teams, complex programs, cross-functional initiatives, or enterprise-wide operations. Extensive experience managing grant-funded programs, public funding allocations, or complex funding portfolios, including oversight of grant administration, monitoring, reporting, and closeout activities. Demonstrated ability to establish and lead grants management, program oversight, or funding administration functions within a public sector, philanthropic, nonprofit, housing, or related environment. Strong knowledge of grants management principles, lifecycle administration, fiscal stewardship, risk management, and accountability practices associated with public funding. Experience overseeing subrecipients, contractors, local jurisdictions , or external partners, including performance monitoring, issue resolution, technical assistance , and relationship management. Ability to analyze financial, operational, and performance information to identify trends, assess risks, and support informed decision-making. Solutions-oriented approach to grants management Proven success building cross-functional partnerships and collaborating with Program, Finance, Compliance, Evaluation, Legal, and Executive Leadership teams. Exceptional communication, leadership, and organizational skills, with the ability to translate complex requirements into practical processes, foster accountability, and drive continuous improvement across grant-funded activities. Desired Experience Master's degree in public administration , Business Administration, Finance, Accounting, Public Policy , Housing, Urban Planning, or a related field. Demonstrated success establishing , leading, or transforming grants management, funding administration, or public funding stewardship functions within a government, quasi-governmental, nonprofit, or similarly complex organization. Proven ability to oversee complex grant portfolios across the full grant lifecycle, including federal, state, local, and philanthropic funding sources. Strong background implementing risk-based monitoring, performance management, financial stewardship, corrective action planning, and oversight practices that strengthen accountability, transparency, and program success. Expertise in developing and implementing organizational policies, governance frameworks, operational procedures, reporting systems, and internal controls that support effective grant administration and responsible stewardship of public funds. Demonstrated ability to build collaborative partnerships with government agencies, local jurisdictions , nonprofit organizations, contractors, subrecipients, and other funding recipients. Executive-level collaboration across Program, Finance & Accounting, Compliance, Legal & Ethics, Procurement, Operations, and Executive Leadership to advance organizational objectives and ensure effective stewardship of public resources. Knowledge of external audits, monitoring reviews, regulatory reporting, financial accountability requirements, and compliance obligations within a complex regulatory environment. Background in affordable housing, homelessness, community development, human services, public administration, or other mission-driven organizations is highly desirable. Proficiency with enterprise grant management systems, including Neighborly or comparable grant administration platforms, is highly desirable. Strategic Leadership – Ability to build programs, establish priorities, and lead organizational initiatives. Risk Management – Ability to identify , assess, and address operational, financial, and programmatic risks. Performance & Accountability – Experience in monitoring implementation, performance, funding utilization , and outcomes. Financial Stewardship – Knowledge of budgeting, expenditure monitoring, and public fund accountability. Collaboration & Relationship Management – Ability to build effective partnerships across departments and with external stakeholders. Communication & Influence – Ability to communicate complex information clearly and influence decision-making. Data-Driven Decision Making – Ability to analyze data, identify trends, and support strategic decisions. Continuous Improvement – Ability to develop processes, improve operations, and strengthen organizational effectiveness. Governance & Public Accountability – Understanding of transparency, accountability, and public-sector governance principles. Licenses / Certifications Professional certifications such as Grant Management Specialist (GMS), Certified Grants Management Professional (CGMP), Project Management Professional (PMP), Certified Government Financial Manager (CGFM), or similar credentials are desirable but not required . Compensation Range: We are committed to equitable compensation practices, and we offer an annual salary range from $165,895.00 to $185,895.00 depending on your experience and qualifications.
