Procurement and contract development activities include, but are not limited to, development of competitive and noncompetitive procurements (e.g., RFPs, RFAs, Open Enrollments), and the development of contracts (e.g., interagency, interlocal, MOUs, MOAs) and contract amendments. The Mental Health Contract Management Area manages a book of business comprising 500+ contracts valued at over $1.2 billion per state fiscal year. The Director II supervises the work of Contract Development Branch staff, which includes ten (10) full-time equivalents. Essential Job Functions Provides leadership and strategic direction to unit staff within the Mental Health Contract Management Area and directs the unit's procurement and contract development functions, including, but not limited to, development of competitive and noncompetitive procurements (e.g., RFPs, RFAs, Open Enrollments), and development of contracts (e.g., interagency, interlocal, MOUs, MOAs) and contract amendments. (30%) Directs procurement and contract development operations, which includes establishing goals, standard operating procedures, timelines, allocating and evaluating resources, and guiding and training unit staff members. Coordinates leadership activities supporting employee engagement, staff development, and the creation of performance data to evaluate team functions and team member performance. Provides direction and guidance to front-line staff promoting the development and growth of future leadership staff. Responsible for selection and hiring, assigning work, completing performance evaluations, employing personnel disciplinary actions, and approving leave. (30%) Leads the development and deployment of techniques and tools for evaluating and improving procurement and contract development activities, which includes accounting for legislative or agency operational changes. Prepares productivity reports, creates and reviews procurements, contracts, amendments, and supporting documents (e.g., RFPs, RFAs, Open Enrollments, interagency contracts, interlocal contracts, MOUs, MOAs) for accuracy and professionalism, and approves employee work products. (20%) Makes and informs management decisions that impact statewide procurement and contract development activities; monitors the area's deployment of agency and unit policies and procedures; identifies change needs; and makes recommendations to improve unit operations. (10%) Represents the area and provides leadership on committees, and engages internal (e.g., Procurement and Contracting Services (PCS), Behavioral Health Services Program, Legal Services Division, Budget and Accounting staff) and external (e.g., community members, service coordination organizations and local officials) stakeholders on efforts/initiatives supporting procurement and contract development activities. Also performs other duties as assigned, which include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response. (10%) Licensure, Certification or Registration Require Certified Texas Contract Manager (CTCM) or secure CTCM within 12 months. Knowledge, Skills and Abilities Thorough knowledge of state and federal laws, regulations, policies, rules, and requirements, and specific knowledge of local, state, and federal laws relating to mental health services, procurement/contract development Knowledge of business processes, process improvement, procurement/contract development systems, processes, and practices Knowledge of State government organization, administration, management, and operating practices Knowledge of the mental health service delivery system Knowledge of computer software applications Skill in task and project management Skill in problem solving and conflict resolution Skill in analyzing/interpreting large and complex data sets, and writing complex documents/reports, policies, and procedures Skill in managing multiple and competing priorities Skill in providing leadership in a team environment Skill in assessing and evaluating services, and recommending improvements Ability to communicate, both orally and in writing, clearly, concisely, and effectively to individuals at all levels both internal and external to the organization Ability to build, establish, and maintain effective working relationships with diverse groups and entities Ability to evaluate the performance of staff or contractors responsible for providing specified services Ability to implement and balance change and lead cross-functional/inter-disciplinary teams to design and deploy new or improved work processes Ability to gather, assemble, correlate, and analyze facts/data/systems/financial information Ability to establish goals and objectives while working independently and delivering results in an environment of complex organizational interactions and competing demands on staff resources Ability to make independent and sound technical decisions and analyze new situations when encountered Ability to learn and use sophisticated software/applications as necessary to successfully perform duties and assignments Ability to interpret and apply federal and state statutes, as well as agency rules and policies in the development of guidelines, policies, and procedures Ability to organize workload and set priorities Additional Information This position is eligible for remote/telework consistent with HHS telework policies. Initial Screening Criteria Bachelor’s degree from an accredited four-year college or university with a major in business, public administration, human services, or a related field. Experience and education may be substituted on a year-to-year basis. Experience communicating and working effectively with staff at all levels of an organization. Experience developing procurements or contracts (e.g., drafting specifications, coordinating the review of, and soliciting input on draft documents, collecting references and resources files, and building, reviewing, and approving final form documents). Three years’ experience in the compilation and analysis of complex financial and programmatic data and managing multiple and competing priorities in an environment of change.
