About the Role : The Commonwealth of Massachusetts is currently seeking an exceptional individual to join the Executive Office of Health and Human Services (EOHHS) IT team. The Executive Office of Health and Human Services seek an IT Project Manager to support the ACIO and IT team for the Department of Transitional Assistance (DTA). This is an exciting opportunity to join a highly skilled team and contribute to critical and highly visible projects and processes for DTA within EOHHS. The Project Manager supports the administrative needs for the DTA ACIO and their direct reports. The Project Manager must be able to communicate clearly and concisely with diverse audiences, in both oral and written contexts, and should be comfortable giving and receiving feedback to the ACIO, IT Leads, and other EOHHS teams and leaders. The Project Manager must be familiar with creating and tracking documentation, coordinating reviews and approvals, taking initiative to maintain planned timelines, and executing the project administration deliverables in support of the DTA IT management team. The primary work location for this role will be at 1 Ashburton Place, Boston, Massachusetts. The work schedule for this position is Monday thru Friday, 8:00AM to 4:00PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. The Project Manager is expected to occasionally travel to the 3 DTA Regional MA offices located in: Boston, Quincy, and Wakefield. The incumbent may also be requested to travel DTA area offices or group homes within the Commonwealth of MA. Responsibilities : Maintains meticulous attention to details and excellent documentation organizational skills. Creates and documents plans, and subsequently tracks and reports progress, for assigned projects or deliverables. Demonstrates a keen ability to maintain document versioning and incorporate feedback through drafting and reviews. Coordinates and schedules online and in-person meetings for multiple teams/projects; presents meeting agendas and records meeting minutes as needed or follows up on and reviews meeting minutes recorded by team members. Tracks, maintains, and coordinates actions for assigned projects and procurements, including action items, risks and issues, and next steps associated with the needs of DTA IT. Develops and maintains effective relationships with project team members, senior leadership, and stakeholders on all administrative projects. Prepares and designs presentation-ready documents and reports using Microsoft Word, PowerPoint, and Excel. Prepare documents, slides, and handouts for presentations or reports. Develop or updates templates as needed. Maintains confidentiality of contracting and procurement details, as well as any other confidential information such as system security details or personal identifiable information (PII). Reviews and receives approval for system support/procurement tickets. Review business justification for requests for new equipment and gather additional information needed prior to executive sign off. Manages work with flexibility to balance strategic and tactical responsibilities based on the assignment. Effectively and professionally represents DTA IT when working with other EOHHS units or any external third parties. Adheres to established Commonwealth policy and procedures with respect to project management methodology quality assurance and other related standards. Performs other duties as assigned. Preferred Qualifications : Knowledge of, and experience in a government information technology environment Ability to develop and maintain effective relationships with management, project team members, and diverse functional teams. Ability to interact effectively with technical personnel and with a wide variety of technical resources, both FTE and Contractors. Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business partners. Excellent oral and written communication skills, and presentation skills. Ability to assess priorities and operate in a flexible manner to meet the dynamic needs of the team. Ability to work independently and process quickly, independently prioritizing work activities. Qualifications MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
