About the Job: The Director, Orphan Restoration (Director) provides strategic leadership in liability management, overseeing and mitigating financial and environmental risks associated with inactive oil and gas infrastructure, insolvencies, and orphan oil and gas sites. This role leads the enhancement, delivery, and continuous improvement of the BCER’s Orphan Treatment and Closure Plan. Leading a team of professional and technical experts, the Director ensures the organization effectively identifies, tracks, and mitigates risks associated with operator insolvency, ensuring a strategic approach to restoration and mitigation of the cumulative impacts of industrial disturbances. The Director works closely with other regulators, industry practitioners, First Nations partners, and stakeholders to develop and share best-practices, enhance policies and procedures, and ensure effective reporting and decision making. The Director collaborates with the Finance department to ensure timeliness and accuracy of financial reporting related to liabilities. Develop policies and procedures to support the BCER’s efforts to address the growing trend of inactive, unrestored oil and gas sites, ensuring alignment with evolving regulatory frameworks and industry best practices. Contribute to strategies for the evaluation of restoration status of previous disturbances that serve to evaluate how cumulative impacts are mitigated. Financial Risk Management Provide ongoing analysis and evaluation of Orphan estimates to ensure accounting for financial obligations of the Orphan Site Reclamation Fund. Track current and future liabilities and risks associated with current and potential orphan sites to ensure that funding is adequate to meet strategic goals. Provide reporting and analytics on the orphan restoration program to Executive, government stakeholders, partners, and the public. Stakeholder Engagement & Transparency Build and maintain partnerships or highly collaborative relationships with Indigenous communities to support inclusive and culturally informed approaches to orphan site restoration. Develop and implement fair and transparent procurement practices for highly skilled and qualified service providers, ensuring inclusion and utilization of local and Indigenous companies. Ensure those affected by unrestored orphan sites, including landowners, are effectively engaged throughout the closure process and program goals are communicated broadly. Leadership and Team Development Lead, coach and mentor a team of professional and technical staff, fostering a culture of accountability, continuous improvement, and innovation. Oversee performance management and development planning within the team. Leverage the subject matter expertise of the team to develop and contribute to restoration initiatives across the organization, industry, First Nations, and greater government. Education: A degree from a recognized post-secondary institution in a related field such as Law, Public Administration, Business Administration or Public Policy, and seven years of related experience in oil and gas operations, risk management, and/or financial administration. An equivalent combination of education, training, and experience may be considered. Experience: Demonstrated experience in liability management, closure operations and developing management and mitigation strategies. Demonstrated experience managing large budgets and developing forecasting models. Demonstrated experience in the identification, assessment and evaluation of data/information required to support critical decision-making processes. Demonstrated experience applying knowledge of oil and gas technical and operational development (full life-cycle activities) and potential impacts on the land base. Demonstrated experience leading and developing teams, including performance management. Demonstrated experience building relationships with diverse groups, including First Nations. Demonstrated experience applying project management principles and tools to ensure the effective delivery of programs and initiatives. Demonstrated experience developing strategic policy, operating procedures, providing policy analysis, and interpreting legislation.
