Harkcon is seeking a proposal-contingent Emergency Management Subject Matter Expert 4 to provide highly experienced technical review and consultative support for FEMA National Training and Education Division (NTED) Training Partners Program (TPP). This role is intended for a senior practitioner whose background strengthens technical credibility in proposal evaluation and contract delivery.
Security and Suitability
: Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.
Location
: National Capital Region (Virginia, Maryland, DC) with hybrid and remote options possible depending on role and Government direction.

Responsibilities
The Emergency Management Subject Matter Expert 4 will:
Provide senior-level review and evaluation of emergency management course content and related materials.
Advise ondoctrine, best practices, risk considerations, operational realism, and program quality.
Support high-visibility reviews, difficult technical issues, complex findings, and specialized assessments.
Provide authoritative recommendations in writing and verbally.
Support review boards, consensus discussions, and technical issue resolution as needed.
Qualifications
Bachelor's degree.
At least 12 years of relevant experience.
Preferred Qualifications
Deep experience in FEMA, DHS, homeland security, emergency management, first responder systems, preparedness training, or related operational environments.
Recognized technical credibility and strong resume depth.
Experience supporting doctrine, training, exercise, curriculum, or program quality efforts.

This is a part-time role based on task order demand, with hybrid and remote options possible depending on role and Government direction. Candidate must be able to maintain continuity and availability throughout the period of performance.
