Albion Neighbourhood Services Job Posting & Description Program: Eviction Prevention in the Community (EPIC) Position Title: EPIC SUPERVISOR Position Type: Full Time Permanent- Non- Unionized Management Position Position Start Date: ASAP Compensation: $40 per hour, including applicable pay equity. Visit us at www.albionservices.ca Role Summary: The EPIC Supervisor provides leadership, supervision and day-to-day oversight of Albion Neighbourhood Services’ Eviction Prevention in the Community (EPIC) Program. Funded by the City of Toronto, EPIC provides rapid, short-term and intensive case management services to low-income and vulnerable households who are at imminent risk of eviction. The Supervisor is responsible for ensuring that the EPIC team provides timely, responsive, person-centred and effective eviction prevention services in accordance with City of Toronto service standards, funding requirements and ANS policies. Key Responsibilities 1. Program Leadership and Supervision • Provide day-to-day leadership, supervision and support to EPIC Workers. • Liaise with the City of Toronto EPIC team. • Assign and monitor referrals, workloads and caseload distribution across the team. • Ensure appropriate staff coverage during vacation, illness and other extended absences. • Conduct regular individual supervision and team meetings. • Provide consultation and direction to staff regarding complex, urgent and high-risk cases. • Support staff with problem-solving, advocacy, conflict resolution, landlord negotiations and housing stabilization strategies. • Provide case consultation, debriefing and support following difficult or critical client situations. • Lead key human resource responsibilities including but not limited to: hiring, discipline, approving time sheets, travel logs, staff performance and provide regular coaching. • Promote teamwork, accountability, communication and a positive work environment. • Ensure staff understand and follow ANS policies, City of Toronto requirements and applicable legislation. 2. EPIC Service Delivery • Ensure households referred to EPIC receive timely and responsive eviction prevention services. • Ensure clients are contacted and services are initiated within required program timelines. • Monitor active caseloads and ensure cases are appropriately prioritized based on urgency and stage of eviction. • Ensure each household receives an individualized eviction prevention and housing stability plan. • Support staff to identify the underlying causes contributing to eviction risk and develop appropriate intervention strategies. • Review complex cases involving rent arrears, landlord disputes, eviction notices, Landlord and Tenant Board proceedings, Sheriff's enforcement, income loss and other threats to housing stability. • Ensure services focus on City of Toronto Eviction Prevention Program guidelines. 3. Case Management Oversight • Review client assessments, case plans, progress notes and case closures for completeness and quality. • Monitor length of service and ensure cases are progressing toward identified goals. • Ensure client files contain clear evidence of assessment, intervention, follow-up and outcomes. • Assist staff in determining appropriate case strategies for complex households. • Ensure appropriate follow-up is completed with households after case closure to assess continued housing stability. • Ensure services are delivered consistently, respectfully and without discrimination. • Support staff in maintaining professional boundaries and appropriate case management practices. • Schedule and lead case management meeting with ANS team. • Support and lead City team meetings when required. 4. Performance Management and Program Outcomes • Monitor the program's performance against City of Toronto service standards, contractual requirements and key performance indicators. • Monitor the number of referrals received and accepted by the program. • Monitor individual worker caseloads and overall program capacity. • Ensure timely response to referrals. • Monitor successful eviction-prevention outcomes. • Monitor follow-ups. • Review program data regularly to identify trends, service gaps and areas requiring improvement. • Develop corrective or improvement strategies when performance targets are not being achieved. • Provide regular program updates to senior management. 5. Documentation and Reporting • Ensure client information is entered accurately and within required timelines into SMIS and other City-approved databases. • Ensure documents are accurate and up to date in ANS internal database. • Conduct regular reviews of client files and electronic records for quality and completeness. • Maintain accurate program statistics and performance information. • Prepare and submit monthly, quarterly, annual and other reports as required by ANS and the City of Toronto. • Ensure program documentation complies with privacy, confidentiality and record-management requirements. • Work with management to respond to City monitoring, program reviews and audits. 6. Other: • Identify emerging training needs for staff and arrange or recommend appropriate learning opportunities. • Support staff safety when conducting community and home visits. • Respond appropriately to urgent cases requiring immediate intervention. • Review service-delivery practices regularly and recommend improvements. • Work with staff and management to strengthen program policies, procedures and tools. • Contribute to the overall strategic priorities of ANS related to housing stability, homelessness prevention and community well-being. • Ensure the program and staff operate effectively, following all ANS policies as well as EPIC program specific guidelines and expectations • Support administrative tasks such as monitor and approve expense claims and travel logs • Represent ANS at EPIC meetings, Communities of Practice, committees, working groups and community tables as required. • Other related duties as required Qualifications and Requirements: • Post Secondary Degree in Social Work or related discipline pertinent to this work/ or the equivalent combination of education and experience • Minimum three years experience providing intensive case management services to clients with complex needs that were previously homeless or at risk of homelessness. • Previous supervisory experience. • Understanding of unionized environment is as asset. • Comprehensive knowledge in areas related to housing support and eviction prevention including Rent Bank program, Eviction Prevention Fund, HSF, Landlord and Tenancy Board, Ontario Works, Ontario Disability Support Program, Municipal Freedom of Information and Protection of Privacy Act, Adjudication Process • Ability to work independently and as a member of a team • Knowledge of community resources and community services • A current valid Ontario driver’s licence and use of a personal vehicle for work is mandatory. • Negative Vulnerable Sector Police check is mandatory • Work Schedule: Monday- Friday 9:30am- 5:00pm. 37.5 hours per week with flexibility of occasional evenings and weekends for urgent case management and supports when necessary, as per funding requirements.
