The Green Climate Fund is the world’s largest dedicated multilateral climate fund and invests in impactful, innovative, catalytic programs and projects in developing countries across the globe. The GCF has a portfolio of 297 projects across 133 countries, with a total commitment of USD 16.6 billion to date. In 2023, an additional USD 12.8 billion was pledged, to support our new strategic and programming cycle from 2024-2027; our ambition is to grow to become at least a USD 50 billion fund by 2030. Rooted in the core objectives of impact and efficiency, access and a focus on the most vulnerable, and mobilizing a much higher scale of public and private sector financial flows for climate action we have an unparalleled scale of resources, which, together with our risk appetite and flexibility allows us to bring together different partners and stakeholders in innovative partnerships for profound impact. The Fund seeks to recruit a Senior Environmental, Social and Gender Consultant (“ES and Gender Expert”) to assist the Accreditation Panel (“AP”) of GCF in carrying out the tasks, duties and responsibilities set out below, delivering the agreed outputs, and providing support to the hiring unit as required. The consultant will work remotely. The assignment is for an initial 120 days over a 12-month period, with the possibility of extension. Role The ES and Gender Expert will assist the Secretariat and the AP in the operationalization of the revised Accreditation Framework (“RAF”) as it relates to GCF’s environmental and social safeguards (“ESS”) standards and Updated Gender Policy, to the extent applicable to accreditation. The work will focus on assessing accreditation applications against the Fund’s ESS standards and Updated Gender Policy, applying a fit-for-purpose approach, and supporting the development of relevant guidance for the accreditation process as needed. Duties and Responsibilities The Consultant will be responsible for, but not limited to, the following: (a) Support and/or conduct the assessment of accreditation applications as they relate to the Fund’s ESS standards and Updated Gender Policy, to the extent applicable to accreditation; (b) Attend meetings by video conference, as required, and provide comments in meetings with the Secretariat, Accreditation Committee, Accreditation Panel and, where relevant, Board members during the accreditation process; (c) Attend Board meetings by video conference or other agreed means, as required, to provide comments and respond to questions concerning the matters described in paragraph (a) above. Any in-person participation in Board meetings will be agreed in advance between the Secretariat and the Consultant; (d) Support the development of relevant guidance for the accreditation process under the RAF, as it relates to the Fund’s ESS standards and Updated Gender Policy, by providing recommendations and/or written outputs; (e) Perform other tasks relevant to the review of accreditation applications in the ESS and gender fields, as defined by the Secretariat in consultation with the AP. Required Experience and Qualifications 1. Master’s degree in a field related to climate change, environmental and social governance and performance, gender, or another relevant discipline; 2. At least 15 years of relevant experience with an international financial institution, such as a multilateral development bank or major bilateral development agency, in relation to ESS or related performance standards, including exposure to private sector institutions; 3. Proven experience in identifying, assessing and managing environmental and social risks related to climate change or development project implementation, particularly in the context of multilateral funding; 4. Practical experience in conducting and overseeing due diligence processes on environmental and social risks and impacts, particularly in the context of financial intermediaries; 5. Exceptional interpersonal skills, multicultural awareness, rigor, sound judgement, availability, and a positive and proactive work attitude; 6. Ability to work independently as a self-starter and collaboratively as part of a closely coordinated team to deliver the programme of work; 7. Fluency in written and spoken English; 8. Strong competence and autonomy in the use of standard software programmes, including Excel, Word, PowerPoint, Outlook, Access and web-based platforms.
