POSITION SUMMARY Mizuho Americas Treasury is seeking an experienced and strategically minded professional to lead Balance Sheet Strategy. This senior role carries enterprise-wide accountability for the capital planning framework of the Mizuho Americas IHC and its regulated operating subsidiaries, encompassing capital stress testing, balance sheet and financial resource management, contingency funding planning, and resolution planning. The role includes direct leadership of the capital stress testing team and the Resolution Planning Office. The Head of Balance Sheet Strategy will serve as a key advisor to senior leadership, working at the intersection of regulatory compliance, financial resource optimization, and strategic planning. The ideal candidate brings deep expertise in bank treasury functions, a thorough command of US prudential regulatory requirements, and demonstrated leadership experience in a large, complex financial institution or bank holding company environment. KEY RESPONSIBILITIES Capital Planning Lead the development, execution, and ongoing refinement of the capital planning framework for the Mizuho Americas IHC and all operating subsidiaries, including direct oversight of the capital stress testing process. Design and maintain forward-looking capital adequacy assessments, integrating stress scenarios, regulatory capital buffers, and business growth projections. Oversee capital allocation methodologies across the organization, ensuring alignment with risk appetite, regulatory minimums, and strategic objectives. Coordinate with Head Office and relevant stakeholders on capital optimization initiatives and intragroup capital flows. Manage capital planning submissions to the Board, senior leadership, regulators, and Head Office. Balance Sheet & Financial Resource Management Own the balance sheet management strategy for the IHC and its subsidiaries, with a focus on optimizing the deployment of financial resources across business lines. Partner with business units, Risk Management, and Finance to establish and enforce balance sheet limits, and resource allocation frameworks. Monitor and analyze balance sheet composition, asset quality trends, and the utilization of financial resources including RWA, leverage exposure, and Cross Jurisdictional Activity. Lead initiatives to improve balance sheet efficiency, including optimization of risk-weighted assets, CJA, and derivative notionals. Provide strategic input on new business initiatives, transactions, and product approvals from a balance sheet and financial resource perspective. Contingency Funding Planning Develop and maintain the Contingency Funding Plan (CFP) for the IHC and operating subsidiaries, ensuring it remains current, actionable, and compliant with regulatory expectations. Define and monitor early warning indicators and trigger frameworks that govern the activation of contingency funding measures. Lead regular reviews and testing of the CFP, incorporating idiosyncratic and market-wide stress scenarios consistent with regulatory guidance. Engage with the Federal Reserve on CFP-related examinations, regulatory feedback, and targeted reviews. Coordinate with other Treasury teams to ensure CFP operationalization and readiness. Resolution Planning Lead the Resolution Planning Office, responsible for MUSO's enterprise-wide resolution plan submissions to the Federal Reserve and FDIC. Coordinate with Legal, Risk, Operations, and business units to develop and maintain resolution strategies, playbooks, and supporting analyses. Assess the resolvability of the IHC, its subsidiaries, and the NY branch, identifying impediments and driving remediation efforts in coordination with regulators and Head Office. Maintain expertise on regulatory developments related to resolution planning, including Title I and Title II requirements under Dodd-Frank, and ensure frameworks remain current. Prepare and present resolution planning materials to senior leadership, and regulatory bodies. Leadership & Stakeholder Engagement Lead and develop a high-performing team of treasury professionals, fostering a culture of analytical rigor, intellectual curiosity, and continuous improvement. Build and maintain strong relationships with key internal and external stakeholders, including regulators (Federal Reserve Bank of New York, OCC, FDIC), Head Office Treasury, Finance, Risk, and Legal. Represent Treasury in senior management forums and regulatory meetings on matters related to capital, balance sheet, funding, and resolution. Drive cross-functional initiatives and collaborate with peer Treasury functions. QUALIFICATIONS Required Minimum 10 years of progressive experience in Treasury, Capital Management, or a closely related function at a large bank, foreign banking organization (FBO), or financial holding company. Demonstrated expertise in US bank regulatory capital frameworks (Basel III/IV, US Capital Rules) including RWA, leverage ratios, capital buffers, and stress capital buffer requirements. Deep knowledge of liquidity risk management frameworks including LCR, NSFR, and contingency funding planning under Federal Reserve and OCC guidance. Significant experience with resolution planning requirements for FBOs and IHCs under Title I of Dodd-Frank, including 165(d) resolution plan submissions. Strong understanding of balance sheet mechanics, financial resource management, and the interplay between capital, liquidity, and profitability. Proven ability to engage with and present to senior management and US federal banking regulators. Demonstrated people leadership experience, with the ability to motivate and develop a team in a demanding, fast-paced environment. Exceptional written and verbal communication skills, with the ability to translate complex technical topics for diverse audiences. Preferred Prior experience at a foreign banking organization (FBO) or internationally active financial institution with an IHC structure. Familiarity with the Mizuho Americas legal entity structure and operating subsidiary landscape. Advanced degree in Finance, Economics, Mathematics, or a related quantitative discipline; CFA, FRM, or equivalent professional designation a plus. Experience with DFAST/CCAR stress testing processes and capital planning submissions to the Federal Reserve. Working knowledge of SA-CCR, FRTB, or other evolving regulatory capital frameworks applicable to large US banking institutions. Working knowledge of SEC and CFTC broker dealer and swap dealer regulatory frameworks. The expected base salary ranges from $200,000 - $300,000. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications and licenses obtained. Market and organizational factors are also considered. In addition to salary and a generous employee benefits package, including Medical, Dental and 401K plans, successful candidates are also eligible to receive a discretionary bonus.
