The Role The Explosives Facilities Licencing Lead is responsible for the implementation of the licencing strategy for UKD explosives facilities. Working closely with the Health & Safety Executive, this role will ensure that conditions of explosives licences and schedules are strictly adhered to, ensure licences are fit for purpose, submit new licence applications and apply for licence amendments when required. The role will advise Heads of Site and other key stakeholders on licencing constraints and the impact on business delivery and carry out first line assurance of facilities to ensure compliance with licence schedules. Your responsibilities will include: Implementation of the explosives licencing strategy Conduct 1st line assurance to ensure all explosives processes are being conducted in a compliant manner Liaise with Health and Safety Executive on all explosives licencing related applications & matters Provides expert advice on the explosives licences to stakeholders as required Provision of expert licencing advice to relevant UK Defence Investment Projects Investigation and root cause analysis of potential regulatory breaches Essential experience of the Explosives Facilities Licencing Lead : Deep understanding of Explosives Licencing regimes Detailed understanding of Explosives Regulations 2014 Detailed understanding of Explosives Storage and Explosives Processing, in regard to licencing requirements Demonstrable expertise across a variety of explosives related projects or problems Deep OME technical background Essential qualifications for the Explosives Facilities Licencing Lead: Degree in relevant discipline or industry recognised equivalent, or typically 12 years relevant technical experience working in an OME role Role holder is expected to have, or be working towards attaining, full membership of a recognised industry body. E.g. Institute of Explosives Engineers Role holder is expected to have or be working towards IEng status We value difference and we don’t have a fixed idea when it comes to background or education, provided you can show the required level of experience and willingness to learn then we would like to hear from you. This role is 37 hours per week and is remote based with the expected travel to a QinetiQ facility for Auditing/Testing on average of 1 week per month.
