The Facility Security Officer administers the National Industrial Security Program at Silotech and protects classified information entrusted to the company by its government customers. The role is non-exempt hourly part-time & hybrid remote. Policy development, personnel security case management, system-of-record transactions, training administration, and reporting are performed remotely. Custodial and physical security duties are performed on site on a recurring schedule. The FSO is designated Key Management Personnel under 32 CFR 117.7 and must be a U.S. citizen and a direct employee of Silotech Group, Inc. This position cannot be filled on a 1099, consulting, or third-party contract basis. LOCATION Hybrid remote with recurring on-site presence. CLEARANCE Active Top Secret required; SCI preferred. ESSENTIAL ROLE AND RESPONSIBILITIES Administer the National Industrial Security Program under 32 CFR Part 117 (NISPOM Rule) and DoDM 5220.22, and maintain the Standard Practice Procedures, Technology Control Plan where applicable, and supporting security plans. Serve as primary company interface with DCSA, including the assigned Industrial Security Representative and Counterintelligence Special Agent, and coordinate with cognizant security offices, government contracting activities, and customer security managers. Manage the personnel security lifecycle: investigation requests, adjudication tracking, eligibility and access recording, and Continuous Vetting enrollment and issue resolution under Trusted Workforce 2.0, which has replaced routine periodic reinvestigations. Maintain the facility clearance record, including annual self-inspection certification, change condition reporting, Key Management Personnel updates, and facility clearance verifications. Conduct initial briefings, annual refresher training, SCI and program indoctrinations, foreign travel and threat awareness briefings, and debriefings at termination or access removal, and verify employee acknowledgment of company security policies. Administer physical security for accredited SCIF spaces and closed areas under ICD 705 and DoDM 5105.21 in coordination with the accrediting authority and the SSO or CSSO, including access rosters, container and combination control, alarm response coordination, visit authorizations, visitor control, and inspection support. Investigate security incidents, infractions, and violations; report to corporate leadership, DCSA, and the affected government customer as required; and track corrective actions to closure. Execute SEAD 3 reporting obligations, apply SEAD 4 adjudicative guidelines, and support the Insider Threat Program required by 32 CFR 117.7(d). Review and prepare DD Form 254 packages, verify subcontractor facility clearance and safeguarding levels before classified release, and support proposal and contract security representations and clearance staffing feasibility. Prepare the company for DCSA security reviews and assessments, respond to findings, and maintain evidence of continuous compliance. SYSTEMS AND APPLICATIONS Working proficiency with current DCSA and Department of Defense systems of record is required. Experience with the legacy systems these replaced is recognized but does not substitute for current-system proficiency. DISS, the system of record for personnel eligibility, access, visits, and incident reporting, which replaced JPAS. NISS, the system of record for facility clearance actions, change conditions, self-inspection certification, and verifications, which replaced ISFD and e-FCL. NBIS and eApp for investigation requests, which replaced e-QIP for covered case types; NBIS deployment remains phased, so familiarity with both NBIS and DISS workflows is expected. NCCS for DD Form 254 origination and distribution. NCAISS for federated access to DCSA applications. SWFT for electronic fingerprint submission. STEPP for CDSE training assignment and tracking. Microsoft 365 for documentation and secure records management. REQUIRED QUALIFICATIONS U.S. citizenship, required by 32 CFR 117.7(b). No exceptions. Active Top Secret eligibility, or eligibility within the two-year break-in-access window and immediately reinstatable. The FSO must be cleared to the level of the facility clearance. Five or more years of progressive industrial security experience in a cleared contractor environment, including FSO or Assistant FSO responsibility at a possessing facility. Working knowledge of 32 CFR Part 117, SEAD 3, SEAD 4, ICD 703, ICD 704, and ICD 705. Hands-on proficiency with DISS, NISS, and SWFT, and current familiarity with NBIS and eApp. Completion of the CDSE FSO Program Management for Possessing Facilities curriculum, or ability to complete within six months of hire per 32 CFR 117.7(b)(2). Bachelor's degree in security management, criminal justice, business administration, intelligence studies, or a related field. Equivalent industrial security experience considered in lieu of a degree. Ability to be present at the San Antonio facility on a recurring scheduled basis and to respond on site for security incidents, alarm events, and DCSA engagements. PREFERRED QUALIFICATIONS SCI eligibility and prior service as a Special Security Officer or Contractor Special Security Officer supporting accredited SCIF operations. Special Access Program experience under DoDM 5205.07 Volumes 1 through 4, which superseded JAFAN guidance, and SCI security under the Intelligence Community Directives, which superseded DCID guidance. SCIF accreditation and reaccreditation support, fixed facility checklist preparation, and TEMPEST coordination. ISP, ISOC, or SPeD certification. Prior service as an Insider Threat Program Senior Official, with willingness to be dual-hatted in that role. Familiarity with CMMC Level 2 and NIST SP 800-171 control environments and the interface between industrial security and controlled unclassified information protection. WORK ARRANGEMENT AND ON-SITE REQUIREMENTS Remote-eligible duties include personnel security case management and system-of-record transactions, policy and plan development, training administration and tracking, reporting and correspondence, DD Form 254 review, and clearance verification support. On-site presence is required for DCSA security reviews and assessments, annual self-inspection of closed areas and accredited SCIF spaces, container and closed area open and close verification and combination changes, alarm and security incident response, in-person briefings and debriefings where required by the accrediting authority or customer, visitor control and classified meeting support, and custody, inventory, and destruction of classified holdings. Candidates must reside within commuting distance of San Antonio, Texas, or be willing to relocate. A minimum on-site cadence will be established at hire and adjusted as facility activity changes. Hours vary with facility activity and may increase during DCSA reviews, annual self-inspection, clearance processing surges, and incident response. The position requires the ability to work in controlled-access areas without personal electronic devices, lift and move materials up to 25 pounds occasionally, and perform routine facility walkthroughs.
