PCI is seeking an experienced HR Specialist - Policy and Processes to support federal human capital management initiatives and organizational transformation efforts. The successful candidate will provide expertise in HR policies, business processes, workforce operations, and regulatory compliance while working with federal stakeholders to improve and standardize human resources programs and practices. The HR Specialist will analyze HR policies and procedures, recommend process improvements, support modernization efforts, develop documentation, and help ensure compliance with applicable federal regulations and guidance. *This is NOT an HR Generalist role. Key Responsibilities Analyze and document current HR policies, procedures, and business processes. Develop recommendations to improve efficiency, consistency, and compliance. Support HR modernization and business transformation initiatives. Create process maps, standard operating procedures, guidance documents, and related deliverables. Conduct research and analysis of federal HR policies, regulations, and best practices. Assist with workforce planning, position management, personnel action processing, classification, staffing, or related HR functions. Participate in stakeholder meetings, working groups, and process improvement sessions. Prepare reports, briefings, and presentations for leadership and project teams. Collaborate with program managers, HR professionals, and other stakeholders to implement solutions and resolve issues. Support project activities and deliver required work products within established timelines. Required Qualifications Bachelor's degree (BA/BS) or Master's degree. 4 to 10 years of relevant professional experience in human resources, HR operations, workforce management, policy analysis, business process improvement, or a related field. Experience performing functional duties independently. Strong analytical, problem-solving, and communication skills. Experience developing written reports, policies, procedures, or process documentation. Proficiency with Microsoft Office Suite. Preferred Qualifications Experience supporting a federal civilian agency. Knowledge of federal HR policies, regulations, and personnel processes. Experience with HR modernization, business process reengineering, or organizational change initiatives. Familiarity with Human Capital Management (HCM) or Human Resources Information Systems (HRIS).
