The Kentucky Department for Public Health seeks a dedicated Federal Program Specialist to oversee grant and continuous quality improvement activities for the Health Access Nurturing Development Services (HANDS) Program within the Division of Maternal and Child Health. This vital home visitation program supports families from pregnancy through a child's first two years, promoting healthy child development and family well-being. Come be part of a team that promotes and supports Kentucky families! This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. Key Job Responsibilities: Provides leadership and oversight for federally funded programs, including grant development, budget management, compliance monitoring, and implementation of program deliverables. Serves as the primary liaison among federal, state, and local partners, providing technical assistance, policy guidance, and operational support. Oversees reporting, fiscal accountability, and the development of procedures and documentation to ensure program effectiveness and compliance. Leads continuous quality improvement through data analysis, performance monitoring, technical assistance, and strategic planning to strengthen program effectiveness, support federal compliance, and implement MIECHV requirements. Partners with Local Implementing Agencies to monitor performance, identify improvement opportunities, and support high-quality service delivery. Collaborates with program leadership to support statewide quality assurance, evaluation, and continuous improvement efforts through data analysis, performance monitoring, and strategic planning. Provides recommendations and operational support to enhance program effectiveness, ensure consistency, and drive data-informed decision-making. Leads innovative program development and evaluation efforts through strategic planning, stakeholder collaboration, data-informed decision-making, and continuous improvement initiatives that enhance program effectiveness and sustainability. Preferred Knowledge, Skills and Abilities: Ability to multitask while maintaining quality standards. Attention to detail, organization, time management, and analytical thinking skills. Experience with federal grants, CQI projects, or improving processes. Receptive to others’ ideas and the ability to work constructively to increase depth and effectiveness in a group or team effort. Ability to effect change and move the program forward. EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids. Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of required experience. Substitute EXPERIENCE for EDUCATION: Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.
