We take pride in our mission to improve public health and quality of care. Primary purpose: Supports the design and implementation of interoperable public-health data exchange and AI solutions. Coordinates development and implementation of standards-based interoperability and analysis projects for government and commercial clients. Ensures requirements are correctly mapped to industry standards and sample data is valid against applicable specifications. Supports technical and clinical stakeholders to ensure deliverables align with client expectations; advances stakeholder understanding of healthcare standards. A successful candidate will do the following: • Develops and documents the technical design and execution of data exchange, interoperability, and AI/ML solutions that support surveillance, reporting, analytics, and related public-health use cases. • Lead architects, engineers, analysts, and informaticists to translate client needs into technical approaches; coordinate cross-functional contributions from healthcare professionals, software developers, public-health agencies, data analysts, and project managers • Support the application of interoperability standards such as HL7 v2, FHIR, CDA, APIs, and terminology systems within public-health contexts. Facilitate development of CDA/FHIR specifications that conform to HL7 requirements and processes with minimal support • Lead technical discussions, design sessions, and reviews; review technical deliverables and documentation for alignment with scope, requirements, and quality expectations • lead stakeholder requirements and design meetings; map client requirements to CDA and FHIR artifacts • Support integration testing, validation, and troubleshooting activities, including interpretation of standard validation output and identification of source-data issues • Identify technical considerations related to integration, security, privacy, onboarding, and data-sharing constraints, and discuss potential mitigation options • Support federal, state, and local healthcare-data exchange and reporting initiatives through development and implementation of standards-based solutions spanning EHRs, HIEs, public-health agencies, laboratories, registries, healthcare partners, and federal systems • Apply a strong understanding of widely adopted U.S. data standards, including C-CDA, base FHIR R4, US Core, CDA/RIM, HL7 v2.x, and IHE • Apply healthcare terminology systems and concepts (including SNOMED CT, ICD, LOINC, value sets, and terminology binding strengths) to standards development and real-world data evaluation Requirements • Bachelor's degree in health informatics, computer science, engineering, information technology, or a related field • Six (6) years of relevant experience in Healthcare IT or a related field, including at least four (4) years’ experience serving in a Technical Lead role • Experience implementing health IT solutions; knowledge and experience assisting clients in modernizing and implementing technology solutions (Cloud, AI, analytics, and data management) • Knowledge across the tech stack, including underlying infrastructure needs, UI/UX design, analytics, and system maintenance • Ability to document system integration and support flow analysis and review detailed technical documentation • Experience in public-health informatics, specifically in public-health surveillance; epidemiology workflows; and state, tribal, local, and territorial (STLT) public-health operations • Demonstrated experience with public-health data exchange and interoperability across PHAs, laboratories, registries, healthcare partners, and federal systems • Working knowledge of public-health standards and artifacts (such as HL7 v2, CDA, and FHIR), with proficiency in HL7 CDA and FHIR standards and implementations • Strong working knowledge of healthcare information systems, EHRs, clinical workflows, federal regulations, public reporting systems, and healthcare-data exchange protocols • Proficiency working within and troubleshooting technical tooling and environments, including GitHub, Postman, the command line, Docker, HL7 IG Publisher, and FHIR Validator • Analytical thinking and problem solving, supported by methodical, organized analytical skills and strong attention to detail • Proven ability to communicate technical concepts clearly to nontechnical public audiences, together with excellent written and verbal communication skills for diverse technical, analytical, and clinical audiences • If required by the project, ability to successfully complete and obtain a federal Position of Public Trust Level 5 background investigation, meet all eligibility criteria, and maintain the required clearance throughout employment Preferred qualifications: • Demonstrated experience in generative AI and agentic research versus other methods of automation • HL7 certification in CDA or FHIR • Proficiency in the application of XML Schema, XSLT transforms, and Schematron • Experience with XML/JSON editing tools such as VS Code, OxygenXML, or XMLSpy • Experience working in a Health IT vendor setting, including EHRs, medical devices, healthcare interface engines, or similar environments • Experience with the Trusted Exchange Framework and Common Agreement (TEFCA) and HIE/QHIN technical interfaces Additional information: • We are a remote organization, but we prioritize in-person collaboration during key events such as our annual company meeting. • We are an equal-opportunity employer.
