Job Description This is a remote position. Summary: The Workforce Group, a LEMOINE company, is seeking a Field Operations Manager to lead nationwide field execution for a federal human services program serving vulnerable youth, young adults, and families. This senior field leadership role directs the Regional Field Supervisors who supervise field staff conducting in-person community welfare and location verification visits. The Field Operations Manager owns national deployment strategy, routing, and coverage planning, field safety controls, travel coordination, and field production against contract timeliness standards. Location: Operation hub-based; location subject to change based on project needs. Travel: Frequent travel required (75%–90%), including same-day, regional, and overnight travel. Candidates must reside within reasonable proximity to a major airport. Duties and Responsibilities: Lead and develop a nationwide team of Regional Field Supervisors, each responsible for a regional team of Field Operations Specialists. Own national field deployment strategy batching by language need and travel efficiency, and redeployment for cases requiring additional attempts. Direct centralized dispatch and field assignment so that case volume is matched to available field capacity across all regions. Set and enforce field safety controls. Ensure welfare concerns, safety incidents, and reportable risks are escalated immediately, with verbal notification and written notification. Monitor field production, visit outcomes, documentation timeliness, safety incidents, and rework volume, and take corrective action through the supervisory chain. Ensure all participant communication is conducted in the language the participant understands through bilingual staff or professional interpretation. Manage revisit and rework so that non-presence at an address does not result in premature closure and cases remain actively progressed. Coordinate field travel planning and documentation in compliance with the Federal Travel Regulation. Enforce Standards of Conduct across all field personnel. Report employee adverse information, conduct violations, and removal from duty situations to program leadership immediately. Build field staffing plans, surge coverage, and regional capacity models in support of contract performance. Perform additional duties as assigned. Qualifications, Knowledge, Skills, and Abilities: High School Diploma or equivalent required. A Bachelor's degree in operations management, public administration, social work, criminal justice, or a related field is highly preferred. Minimum two years of experience managing supervisors or team leads, not solely individual contributors is required. Minimum five years experience in field operations in related areas such as human services, social work, child welfare, community outreach, case management, investigations, residential/community visits, or similar work is required. Experience conducting residential visits, field-based assessments, or community outreach activities is strongly preferred. Ability to travel frequently on short notice, including evenings, weekends, and overnight assignments Valid driver’s license, reliable transportation, and ability to meet company travel and motor vehicle requirements. Ability to work independently and exercise sound judgment in fast-paced field environments. Strong verbal and written communication skills. Ability to prepare accurate, objective, and timely documentation and reports. Proficiency using smartphones, tablets, GPS/routing tools, Microsoft Office, and electronic documentation systems Strong problem-solving, and situational awareness skills. Ability to carry required equipment and stand/walk for extended periods. Ability to complete required federal, client, and company training prior to assignment Ability to pass and maintain a government security background investigation, including a favorable credit check. Must pass a drug test, motor vehicle record check, and background check after accepting a conditional offer. Bilingual fluency in English and Spanish is strongly preferred. Training or experience in trauma-informed care, de-escalation, crisis response, mandated reporting, safety planning, or similar practices is strongly preferred. Must be authorized to work in the United States. U.S. Citizenship is required for this position due to significant PII/SPII and Government case-data access. Work Environment This position primarily operates in field with frequent travel to assigned residential and community-settings across urban, suburban, and rural areas. Work may involve exposure to unpredictable environments and situations requiring heightened situational awareness, professional judgment, and adherence to field safety procedures. Work schedule may vary based on operational needs and authorized field visit windows. Evening, weekends, holidays, extended-hour, short-notice, and overnight travel assignments may be required. Federal Contract Requirements Employment is contingent upon successful completion of all pre-employment screening requirements, including background checks, drug screening, motor vehicle records review, reference checks and other job-related screening requirements. Employment is also contingent upon successful completion of required federal background/suitability review, favorable credit check, security processing, and program-specific onboarding before beginning work.
