The Department of Management and Finance (DMF) is seeking a Financial System and Data Manager to serve as the lead functional business analyst for the County’s Oracle Fusion Cloud ERP system, and to be responsible for ensuring that the County’s financial data management capabilities support its operational, analytical, and reporting requirements. This position collaborates with technology and financial staff throughout the County to identify and understand business requirements and translate them into technical specifications for business solutions. As the DMF Financial System and Data Manager, this position leads efforts to improve access to and utilization of enterprise financial systems and data in order to support decision making, identifies opportunities and potential solutions for business process efficiencies, and trains staff on utilizing technology and tools to optimize resources and create efficiencies in their work. This position may provide supervision, direction and oversight to other DMF technology staff. Specific duties include: Serving as the lead functional business analyst for the County’s financial modules of the Cloud ERP to include general oversight and awareness of incident ticketing and development efforts in coordination with the technical support team in the Department of Technology Services (DTS); Creating, maintaining, and optimizing data components of the County’s backend platform to ensure data readily supports the County’s enterprise financial reporting and business analysis needs; Managing stages of data manipulation and the transformation of financial data created in the Cloud ERP and other financial systems to enable the availability of fresh, usable platform of data to financial staff; Collaborating with the enterprise data team in DTS to ensure sound integration, data, security, and business architecture design throughout all stages within the platform; Coordinating with countywide financial business users to create and maintain financial datasets, financial reports, and dashboards; Creating, maintaining, and optimizing analytical reporting available in Splash BI and the Cloud ERP; Facilitating and optimizing complex financial business processes and troubleshooting operational issues in the Cloud ERP; Identifying opportunities for efficiency and cost improvements through the modification of existing financial business processes, adoption of new financial reporting solutions, and/or retirement of legacy systems; and Creating and maintaining documentation on relevant financial business processes and end-to-end technical financial data transformations. Minimums: Bachelor's degree in business, public administration, data-related, or other related field; and Significant and progressively responsible experience in operational financial management, data management, business intelligence, and/or business process management. Substitution: Additional qualifying experience may substitute for the education requirement. Desirable: Preference may be given to applicants with one or more of the following: Master’s degree in business, public administration, data-related, or other related field; Significant (3+ years) experience with ERP's, ad hoc report writing (SQL, SplashBI, OTBI, BI Publisher, etc.) complex financial data management and modeling; Significant experience with Public Sector (state or local) financials; Significant experience with the development of data visualizations and dashboards (PowerBI, Oracle, etc); Supervisory experience; and Experience successfully managing relationships and communicating with technical and functional staff across a complex organization. Additional Information This position is part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry level within the band is based on review of qualifications and experience. Pay potential will be based on performance and employee development. Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Flexible work schedule and telework opportunities available upon prior supervisor approval. This is not a fully remote position.
