Application Deadline Date: 08/17/2026 Req ID: 55479 Department: Public Safety Location: Position Type: Limited Service Schedule Type: Full Time Minimum Salary: $31.54 Maximum Salary: $49.45 Overview Vermont Emergency Management at the Department of Public Safety is looking for a mission-driven professional to join our Hazard Mitigation Section. This position will support Vermont communities in developing and implementing projects to reduce their future risk to climate hazards, predominantly flooding. This position will work under the supervision of the Hazard Mitigation Section Chief and in collaboration with Hazard Mitigation Grants Managers and Hazard Mitigation Planners. Responsibilities will include the development of Hazard Mitigation Assistance (HMA) grant applications for submittal to FEMA while maintaining statewide scope and visibility on potential, ongoing, and past projects. This includes working with municipalities, state agencies, and nonprofits across Vermont to develop applications, designing and implementing outreach activities for HMA application opportunities, and coordinating FEMA-applicant correspondence regarding HMA program development and individual applications. In addition, this position will assist with the implementation and management of awarded HMA grants, including coordinating with subapplicants, FEMA, and other stakeholders to support project execution, compliance, and grant administration throughout the period of performance. This position participates in VEM Emergency Operation Center activations, trainings, and Division-wide activities as appropriate. VEM operates in a hybrid work environment, offering remote work and designated in-office days. Telework arrangements are available based on individual approval. All VEM staff are required to live in Vermont and be available for in-person work to support the State Emergency Operations Center when activated. This position is limited-service with current funding available through at least July 2029 with additional funding anticipated beyond that date but not guaranteed. PUBLIC SAFETY BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position to include Motor Vehicle/Criminal Records, Personal History, Credit and any additional background check(s). Environmental Factors Normal office conditions generally prevail with some required travel to various localities throughout the State. Incumbents should have private means of transportation available. Emergency management drills and actual emergencies may require performance outside of normal hours. On-call status may be required. Minimum Qualifications Bachelor's degree or higher in emergency management, public administration, risk management, natural resources, or a related field AND two (2) years or more of experience in hazard mitigation, federal grant program administration, or community planning. OR Four (4) years or more of experience in emergency management, risk management, hazard mitigation, federal grant program administration, or community planning. Preferred Qualifications Experience in hazard mitigation. Strong interpersonal and conflict resolution skills.
