ABOUT US The Utility Regulation and Competition Office (“URCO” or “Office”) is an independent, multi-sector regulatory body responsible for regulating information and communications technology, energy and electricity, water, and fuels in the Cayman Islands. Our mandate is to protect consumers, ensure fair competition, and promote innovation, investment, and development in all regulated sectors. The sectors are regulated by the Utility Regulation and Competition Act (URCA) and the sector-specific acts and regulations. Overview: The Cayman Islands Utility Regulatory and Competition Office (the Office) is committed to regulating and overseeing the energy sector to ensure its sustainable, efficient, and equitable operation. The Head of Regulatory Compliance plays a central role in driving compliance with statutory requirements, safeguarding industry standards, and promoting a competitive energy landscape. Job Purpose: The Head of Regulatory Compliance (Energy) position leads the regulatory compliance function for the energy sector, ensuring licensee adherence to statutory requirements and regulatory frameworks in the Cayman Islands. Working closely with the Executive Director, Energy (EDE), the Head of Regulatory Compliance will ensure licensed entities operate within the regulatory boundaries while fostering innovation and growth in the energy market. Scope of Role: Accountable for the oversight and enforcement of compliance for regulatory compliance matters, liaising with licensed entities, government agencies, and the public. Responsible for regulatory compliance outcomes for energy sector entities. Collaborates with the Executive Director, Energy (EDE) and other stakeholders to inform policies and practices that align with national goals. Supervises two Energy Analysts, ensuring their professional growth and operational effectiveness. Principal Accountabilities Assignment And Planning of Work The post holder plans and schedules work in accordance with Office procedures, established protocols, activity timetables, and deadlines set with the EDE. They develop and maintain the team’s work plan, assigning tasks to Regulatory Analysts based on expertise, workload, and operational priorities to ensure efficient use of resources. Work planning may require coordination with other agencies and must adapt to shifting priorities, urgent matters, and emergencies. The role requires sound judgement to ensure tasks are planned and executed efficiently. Working Conditions Primarily office-based with standard hours (8:30 AM – 5:00 PM). Occasional flexibility required. Ergonomic workstation provided; hybrid work options may be considered. The post holder may be required to make occasional site visits to importer terminals and retail facilities. The post holder may be required to travel on behalf of and to represent the Office internationally. Supervisory Responsibilities & Key Working Relationships The post holder is responsible for managing three (3) staff. The post-holder will maintain daily working relationships with Senior Managers and all employees, interns, and consultants of the Office. Additionally, they will be directly responsible for fostering positive business relations with all licensees, as well as with the Central Government, other authorities and government companies. Decision-Making Authority and Controls The post-holder works in an environment where rules and regulations are well-documented and clearly understood. If any issues arise due to discrepancies or situations that fall outside of the established policies or procedures, the post-holder will refer these matters to the EDE. Person Specification Education A bachelor's degree in law, Business Administration, Energy Management, or a related field is required. A master’s degree in one of the areas is strongly preferred and considered an asset. Professional Experience: Minimum 7 years of experience in regulatory compliance, energy sector management, or a related field. Demonstrated leadership experience, particularly in supervising and mentoring teams. Proven track record in regulatory audits, licensing processes, and enforcement actions. Knowledge Comprehensive knowledge of the Cayman Islands Utility Regulation and Competition Act (URC Act) and associated energy sector legislation. Strong understanding of the regulatory and compliance standards governing the energy industry. Familiarity with international energy market trends, best practices, and emerging technologies. Expertise in risk management and mitigation strategies within regulatory environments. Knowledge of compliance management software and tools. Knowledge of the supply and distribution of energy, employed through the three Islands. Skills and Competencies Exceptional analytical skills with keen attention to detail. Strategic thinking and problem-solving abilities. Excellent communication skills, both written and verbal, to engage effectively with diverse stakeholders. Proficient in compliance-related systems and software. Ability to lead, collaborate, and work effectively in a multidisciplinary environment.
