The Health, Safety, and Environmental Manager (HSE) is responsible for the HSE risk reduction strategy, HSE annual operating plans and procedures, and strengthening the safety culture to deliver strong HSE performance for an international commercial solution services account. The HSE Manager will have demonstrated experience in cross-functional collaboration to deliver best-in-class safety programs that elevate CBRE and client experience and delivers on the company’s strategic goals & growth plans. This role will require strong ability to work across disciplines (specifically with Facilities Management staff and executive communication skills with the ability to use data to influence business decisions and drive organizational change. Primary Job Functions Leads, develops, and implements HSE programs and procedures to meet regulatory requirements and HSE needs of the client account, over several different sites. Evaluates new and existing programs to assess suitability and implement changes in alignment with client and CBRE needs. Ensure that CBRE HSE programs meet the requirements of client sites and global standards. Conduct program gap analysis and as needed a closure plan. Train facilities staff on all new and revised HSE programs Monitors regulatory compliance within the area of responsibility. Timely communicates all findings, concerns and deficiencies to the management responsible team and ensures that issues are corrected. Develop strategic solutions that will support management's efforts to improve and maintain compliance as the need arises. Use data to drive continuous improvement in HSE business processes and programs to ensure HSE protective measures are optimized. Develop and recommend preventative and improvement measures to ensure the enhancement of HSE programs. Coordinates interactions with government agencies, client HSE leadership and CBRE HSE platform to deliver HSE risk mitigation. Acts as a Health, Safety and Environmental Subject Matter Expert. Provides direct and timely counsel and information to management in matters pertaining to HSE, compliance, trends, performance and concerns. Ability to prioritize needs across multiple sites and engage with staff to ensure completion. Provide new hire training and assistance with implementation of HSE related programs at jobsites. Draft, update, and enforce HSE policies, procedures, and guidelines to ensure regulatory compliant operations Review site accident and injury reports to ensure proper accident investigations lead to corrective actions to prevent recurrence of accidents. Perform other duties as assigned. Working Conditions Position works in a typical office setting and occasionally throughout jobsites. Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting. Occasional exposure to elements such as heat, cold, noise, dust, dirt, chemicals, moving machinery, etc Knowledge, Skills, and Abilities Strong technical and program management expertise in incident root cause analysis. Familiarity with high-risk work including electrical safety, LOTO, working at heights, hoisting, etc. Deploying annual site-specific HSE risk reduction plans. Coaching and mentoring HSE professionals. Extensive knowledge of OSHA and NFPA regulations and global regulations. Communication Skills Ability to analyze and interpret the complex HSE requirements to develop HSE programs and procedures. Ability to respond effectively to the most sensitive issues. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with facilities team and client groups to take desired action. Ability to successfully influence and manage changes to strengthen HSE culture. Ability to utilize multiple training methods to ensure that facilities personnel understand and can easily implement HSE programs. Ability to understand cultural differences across the portfolio and change approach accordingly. Education Bachelor's Degree - EHS or related science and engineering discipline - Required Certification CSP, CIH or similar safety certification - Preferred Microsoft Office suite of products, including Word, Excel, and PowerPoint - Preferred Experience Experience managing HSE systems with progressively increasing HSE leadership responsibility or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Experience working in any one or multiples of the following is preferred: industrial manufacturing, pharmaceutical manufacturing and corporate facility maintenance. Direct work experience interacting with regulatory agencies and/or compliance officers. Travel Ability to travel approximately 40% of time, to include overseas travel.
