Experience Level Senior Level (4 or more years of experience) Role Overview The UAT Business Subject Matter Expert Tester provides advanced user acceptance testing and domain expertise for a large-scale health insurance marketplace transformation project as the organization transitions to a full State-Based Marketplace (SBM). This role bridges business operations, policy requirements, and technical implementations to ensure that eligibility, enrollment, and Medicaid system integrations function accurately and comply with state and federal regulations. Key Responsibilities UAT Planning, Execution, & Test Design • Review and analyze project requirements, user stories, use cases, process flows, and acceptance criteria for clarity and testability. • Create, maintain, and execute comprehensive UAT test plans, scenarios, test cases, test data, and test suites. • Prepare, request, and curate complex test datasets required for end-to-end UAT cycles. • Perform manual UAT, regression testing, system integration testing, and exploratory bug hunts across marketplace modules. Defect Management & Reporting • Log, track, retest, and document defects using tools such as Jira and Azure DevOps, providing clear reproduction steps and expected outcomes. • Participate in defect triage sessions to assess issue severity, business impact, and resolution priority. • Produce daily and weekly test execution metrics, summaries, and release readiness updates for program leadership. Health Insurance Marketplace & Medicaid Integration • Validate system logic against ACA policies, MAGI eligibility rules, account transfers, special enrollment periods, and coordinated Medicaid eligibility workflows. • Ensure system interfaces, APIs, carrier interactions, and assister workflows comply with state and federal regulations. • Validate system behavior from an end-to-end business operational perspective across all consumer and partner pathways. Cross-Functional Collaboration & Coaching • Guide, coach, and support business subject matter experts (SMEs) participating in UAT activities. • Maintain requirements traceability matrices (RTMs) and update test evidence artifacts for compliance standards. • Participate in Agile/Scrum ceremonies, release readiness discussions, and continuous QA process improvements. Required Qualifications • 4 or more years of experience in User Acceptance Testing (UAT), SDLC, and Agile/Scrum frameworks. • 4 or more years of experience utilizing test management and defect tracking tools such as Azure DevOps and Jira. • Strong domain expertise in Health Insurance Exchange (HIX) operations, including ACA policies, APTC/CSR eligibility, enrollment workflows, and special enrollment periods. • Hands-on experience translating ACA policies, CMS guidance, and regulatory rules into system logic and UAT scenarios. • Proven experience testing marketplace interactions with state Medicaid systems, including MAGI rules, account transfers, and coordinated eligibility processes. • Demonstrated ability to design, execute, and document complex test scenarios and maintain requirements traceability matrices (RTMs). • Experience analyzing APIs, system interfaces, accessibility considerations (WCAG), and integration data feeds across healthcare platforms. Preferred Qualifications • Direct experience working within a State-Based Marketplace (SBM) or State-Based Marketplace on a Federal Platform (SBM-FP) environment. • Familiarity with test automation frameworks such as Selenium, Playwright, or Robot Framework. • Background or formal training in business analysis or broader QA methodologies. • Prior experience preparing and managing complex, multi-system healthcare test data sets.
