The Kentucky Department of Education (KDE) is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities. The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors. The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state. Responsibilities include but are not limited to the following: Provides professional support for human resource programs within the Kentucky Department of Education (KDE). Through execution of technical assistance, processing, researching, coordinating, and responding to employees, management, and executive leadership. Learns and gains experience in all areas of Human Resource Administration. Reviews and processes personnel actions, payroll and employee benefit documents and conducts audits when required. Creates, routes and approves internal agency documents such as employee actions and job interviews. Enters position establishments in KHRIS after reviewing and ensuring job duties are in alignment with requested job classification. Works with other personnel staff within the division, to obtain knowledge of the Kentucky Dept of Education’s (KDE) org structures, becoming familiar with types of work performed by employees and different chapters (18A,156 &161). Performs research in KDE assigned areas. Assists with special projects and completion of data analysis for the different chapters as requested. Performs tasks within the MyPurpose system, including posting of vacant positions, updating applicant statuses, and submitting MQR requests. Forwards all necessary documents, including registers and required interview documents, to the hiring manager. Responsible for KDE onsite employee personnel files. Ensures all files are current employees and purge files of past employees. Archive files working with the rotation schedule and archive and retention coordinator to properly mark, document and send off site. Learns to upload employee documents into the appropriate category in OnBase, Personnel’s online filing systems. Provides assistance with the hiring process of Contractors. Responsible for overseeing the personnel action request, routing information technology reports and provides New Employee Orientation. Performs other duties as assigned.
