Agency Dept of Environmental Quality Division Waste Management Job Classification Title Geologist/Hydrogeologist (NS) Position Number 60034697 Grade NC18 About Us The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. Description of Work This Geologist/Hydrogeologist position will provide technical management and oversight of the assessment and remediation of contaminated dry-cleaning sites being performed by independent environmental contractors in the Remediation Unit of the Dry-Cleaning Solvent Act (DSCA) program. This position will provide administrative and technical oversight of contractor activities including review of work plans, reports, work plans, invoices, and other documents. This position will review provided risk evaluation information and oversee the preparation and implementation of risk management plans at contaminated sites. This position provides technical and site information to the public and interested parties on a regular basis and must communicate complex topics in a clear manner. Key Responsibilities: • Provide technical oversight and management of DSCA sites where assessment, remediation and other activities are being performed by an independent contractor hired by the DSCA program. This is based on a working knowledge of geologic and hydrogeologic practices and one or more of the following disciplines: chemistry, environmental science, vapor intrusion, risk assessment and risk management. • Environmental site assessment for the purposes of identifying sources of contamination, directing appropriate site assessment activities to provide a conceptual model, identifying site-specific data gaps, determining exposure scenarios and determining appropriate mitigation/remediation strategies. • Provide administrative and technical oversight of contractor activities including review of work plans, reports, invoices, and other documents. • Environmental risk analysis. Knowledge of risk assessment and risk management is critical to managing and evaluating sites in the DSCA program. Factors which must be considered include types of contaminants, concentration levels and exposure routes. • Assist Supervisor with the development of policies, guidance and procedures related to the assessment, remediation, or closure of sites in the DSCA Program. • Communicate effectively with various stakeholders, including the Program, Division, contractors and the public based on working technical and program knowledge and professional leadership by written communications and oral presentations in internal and external meetings, public meetings and educational seminars. The Division of Waste Management is responsible for protecting the public health and environment through assuring that solid and hazardous waste and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields Redevelopment Section.
