ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. POSITION SUMMARY: Amentum is currently seeking a qualified candidate to serve as Senior Law Enforcement Development Coordinator. The SLEDC position is a key position supporting the U.S. Department of Justice (DOJ), International Criminal Investigative Training Assistance Program’s (ICITAP’s) training assistance projects and initiatives for the U.S. Department of State’s (DoS) Program of Technical Cooperation (PTC-US) for the Kingdom of Saudi Arabia (KSA) pursuant to a bilateral agreement between the United States (U.S.) and KSA. The SLEDC advances ICITAP’s strategies for KSA-related programs, projects, and initiatives through coordination with prospective U.S. interagency partners, professional associations, academic institutions, and subject matter experts (SMEs) as needed. The SLEDC applies their extensive law enforcement background and international network throughout several criminal justice professional domains to identifying, collaborating, and coordinating interagency partners, professional associations, academic institutions, and SMEs to advance U.S.-based training assistance activities for KSA. JOB DUTIES AND RESPONSIBILITIES: Conducting research and preparing reports on U.S. and international best practices in law enforcement/public safety concepts of operation to assist ICITAP and PTC-US in developing assistance project plans, proposals, and implementation strategies. Coordinating with the ICITAP and PTC-US Program Management teams – working closely with the relevant stakeholders on program design for activities in the U.S. and KSA. Work closely with the ICITAP and PTC-US management team on the development, revision, and delivery of short, medium, and long-term timelines and benchmarks that provide a roadmap to the achievement of overall program goals and objectives. Coordinating with relevant law enforcement and public safety entities, professional organizations, academies, and institutions of higher education to organize engagements and training. Monitoring the latest developments in law enforcement and public safety at the local, state, federal, and international levels. Follow emerging trends, technologies, challenges, and solution strategies in the law enforcement, forensics, emergency management, and corrections disciplines related to PTC-US projects and initiatives. Attending and actively engaging in meetings with ICITAP, WSU, PTC-US, and other agencies and organizations as required. Preparing and delivering briefings, presentations, and workshops to interagency partners, professional associations, academic institutions, SMEs, as well as U.S. and international partners as required. Serving as an ICITAP representative responsible for supporting all projects, to include facilitation, coordination, inter-governmental communication, and the timely delivery of work products outlined within provided Project Specific Agreements (PSAs) and Specified Deliverable Lists (SDLs). Managing and prioritizing complex and dynamic tasks while meeting deadlines and performance milestones. Facilitating the development of training programs and curricula in collaboration with SMEs and instructional systems designers. Evaluate existing SFSP operational requirements to determine whether the current training curriculum meets current needs of SFSP joint operational responsibilities. Assess effectiveness and efficiency of instruction according to ease of instructional technology use and student learning, knowledge transfer, and satisfaction. Successful completion of other tasks as assigned. REQUIRED SKILLS AND QUALIFICATIONS: Have earned at least a bachelor's degree in criminal justice, police administration, emergency management, public administration, or related field from an U.S. Department of Education accredited postsecondary educational institution, college, or university. o Graduate work or a graduate degree is preferred. Have at least 15 years of experience in a U.S. law enforcement agency involving a position with authority to conduct arrests, investigations, and provide testimony in judicial proceedings. Have at least 10 years of experience in a supervisory capacity within a U.S. law enforcement agency with supervision of personnel performing law enforcement and investigative functions. At least 5 years of senior command or executive-level law enforcement experience is preferred. Have at least 5 years of international law enforcement or public safety training or professional assistance. At least 3 years of international law enforcement professional assistance involving personnel and police agencies in the Middle East and/or North Africa is preferred. Have experience in designing, developing, implementing, or evaluating law enforcement training and organizational restructuring programs. Experience in law enforcement training or academy leadership is preferred. Have experience developing and delivering high-level briefings and reports to U.S. or international senior government officials. Be able to organize, prioritize, and manage several complex, dynamic projects. Be exceptionally proficient in using computer applications to include, but not limited to, Microsoft Word, Excel, Outlook, and PowerPoint. Be able to travel throughout the U.S. and internationally, with limited work in austere conditions and variable climates. Must be able to legally work in the United States without sponsorship. Possession of a valid U.S. Passport. Successfully complete medical fit for duty. Clearable: Must be able to obtain and maintain a Public Trust Waiver US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Waiver Clearance.
