Position title : IMPACCT Project Support & Information Management Officer – Asia Hiring unit : Supply Chain and Delivery Duty Station : Remote-based with travel in Asia as needed Contract type : CST level I Report to : Regional Logistics Cluster Officer (with functional reporting to IMPACCT Coordinator) Duration : 11 months The Asia-Pacific region faces recurrent natural hazards and increasing complexity in humanitarian response systems. Efficient humanitarian importation, customs clearance, and regulatory preparedness remain among the most persistent bottlenecks affecting timely delivery of humanitarian assistance. ECHO’s Humanitarian Implementation Plan Strategic Supply Chain (HIP SSC) funds a dedicated workstream within the global IMPACCT (IMPortation and Customs Clearance Together) initiative. Under this workstream, WFP leads efforts to strengthen regional and national systems, promote harmonized and streamlined importation procedures, and support governments in integrating humanitarian importation processes into disaster management frameworks. Within the broader regional supply chain systems strengthening portfolio, WFP also supports: • ASEAN and the AHA Centre in capacity strengthening for emergency logistics preparedness, and • Inter agency humanitarian logistics coordination through the Asia Pacific Humanitarian Logistics Working Group. Effective implementation across these areas requires strong coordination, information management, documentation, and knowledge dissemination. Purpose of Assignment To provide project technical support to the implementation of the humanitarian importation and customs preparedness workstream in Asia, while also leading information and knowledge management support for regional humanitarian logistics coordination and contributing to supply chain capacity strengthening activities with ASEAN, the AHA Centre, and national partners. Key responsibilities 1. Coordination & Logistics (IMPACCT – Importation and Customs Clearance Together! network) • Support the organization of Regional Humanitarian Importation and Customs (RHIC) Network meetings (virtual or in person), including invitations, participant follow up, agenda preparation, and minute taking. • Assist with logistical arrangements for national level workshops and consultations. • Coordinate with IMPACCT Regional Humanitarian Importation and Customs (RHIC) Asia network , WFP COs, regional stakeholders including ASEAN, Customs and cross-border authorities, and other partners for planning, scheduling, and reporting of activities. 2. Technical & Documentation Support (IMPACCT) • Contribute to drafting, reviewing, and formatting regional and national SOPs related to humanitarian importation and Customs preparedness. • Support the creation of simulation exercise materials (injects, scenarios, workflows). • Assist national working groups in mapping policies, procedures, and end-to-end importation processes to identify bottlenecks and streamline entry pathways in the priority countries identified by the Regional Humanitarian Importation and Customs (RHIC) Asia network. • Ensure that importation and Customs preparedness work aligns with national disaster management frameworks. 3. Information & Knowledge Management (Integrated IM / KM responsibilities) • Maintain organized filing systems, shared drives, and document repositories for IMPACCT and regional logistics coordination activities. • Develop and maintain knowledge products such as SOPs, guidance notes, process maps, training materials, meeting records, and lessons‑learned reports. • Produce accurate and consistent information products, including briefs, event summaries, infographics, partner updates, and other communication materials for internal and external stakeholders. • Support monitoring and reporting requirements, including contributions to donor reports (e.g., ECHO HIP SSC), ensuring clarity and alignment with required formats and timelines. • Upload and maintain standardized, up‑to‑date information on relevant platforms and repositories (e.g., Logistics Cluster website when applicable). 4. Support to Inter-Agency Humanitarian Logistics Coordination • Facilitate information exchange and partner engagement across the Asia Pacific Humanitarian Logistics Working Group (APHLWG) activities. • Support preparation of APHLWG‑specific updates and coordinated products for partners and donors. • Provide technical and coordination support to APHLWG workstreams, as required. 5. Support to ASEAN & AHA Centre Systems Strengthening • Support the AHA Centre and NDMOs in strengthening emergency supply chain IM/KM systems and practices. • Assist the Supply Chain Systems Strengthening Project Manager in mapping, assessments, workshops, and other capacity strengthening engagements. • Facilitate coordination with ASEAN entities and national partners to align preparedness activities with regional frameworks. Qualifications, Experience and Skills EDUCATION: University degree in international relations, supply chain/logistics, humanitarian studies, or related field. EXPERIENCE: • Minimum 3 to 5 years of experience in humanitarian coordination, logistics, customs/importation, or related technical fields. • Academic background in international relations, humanitarian logistics, or humanitarian coordination. • Strong writing and organizational skills. • Fluency in English (spoken and written). • Familiarity with ASEAN context and regional coordination mechanisms is an asset.
