TERMS OF REFERENCE

The consultancy is part of the project “Quality Education for All Children in Montenegro”, implemented by the Government of Montenegro and UNICEF Montenegro, with the support of the European Union Delegation to Montenegro. The purpose of this consultancy is to conduct a comprehensive assessment of the legal, institutional, governance, procedural, and technical conditions required to establish interoperability between administrative data systems and registries across the education, employment, social welfare, child protection, health, and related sectors in Montenegro.

Education

Minimum requirements:

Master’s degree in Data Management, Digital Governance, Public Administration, Social Sciences, or other relevant fields

Work Experience

  • At least five years of professional experience in administrative data systems, data governance and interoperability, knowledge of education and/or social security systems, interoperability frameworks and information governance;
  • Proven experience in conducting assessments and developing interoperability frameworks;
  • Experience with EU interoperability standards, GDPR, EIF, and digital governance frameworks;
  • Proven experience developing data governance frameworks, data-sharing protocols or digital government assessments for public institutions.
  • Experience working with education, social protection, employment, health, or child protection data systems;
  • Experience in multi-sectoral coordination and stakeholder engagement;

Skills

  • Strong analytical, facilitation, and report-writing skills;
  • Knowledge of the context of Montenegro in particular legal and institutional framework relevant to administrative data exchange, interoperability and public administration will be considered as an advantage
  • Previous experience in the Western Balkans or SouthEast Europe is an asset.
  • Previous experience of collaboration with the UN/UNICEF is an asset.

Languages

  • Advanced knowledge of English language;
  • Knowledge of regional languages, including Montenegrin, Serbian, Bosnian and/or Croatian, is considered an asset for the International Consultant

  • Proposed methodology – A document of at least 5 pages outlining the approach to the task and steps required. Broad instructions for supporting local consultants would be an asset.

Remarks

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.
