Position Summary SD Solutions is seeking an Information Engineer Level I to support the National Institute of Nursing Research's modernization of data, business processes, Microsoft Power Platform solutions, and SharePoint Online intranet capabilities. The Information Engineer will analyze existing business processes, information structures, content, data sources, and user needs and translate findings into improved information architecture, workflows, technical designs, and Microsoft 365 solutions. The position will work closely with NINR stakeholders, the Project Manager, Power Platform engineers/developers, and data specialists to modernize manual and semi-automated processes and improve the usability, organization, searchability, and governance of NINR's digital environment. Key Responsibilities Conduct stakeholder interviews, requirements-gathering sessions, workflow discovery, and user research to understand NINR business and information-management needs. Analyze existing manual, paper-based, spreadsheet-based, and semi-automated business processes and recommend opportunities for modernization and automation. Document current-state and future-state workflows, business rules, user requirements, functional requirements, and information flows. Support discovery and assessment of NINR's existing SharePoint Online, Microsoft 365, Power Platform, spreadsheets, databases, and related data sources. Develop and maintain information architecture, including site structures, navigation models, metadata, taxonomy, content types, document organization, and search strategies. Support modernization of NINR's intranet environment, including more than 500 active pages and six SharePoint sites associated with NINR divisions and offices. Conduct and document content audits, identifying content owners, status, last-update information, and recommended disposition such as retain, update, migrate, archive, or relocate. Facilitate card-sorting exercises, usability assessments, user testing, and other human-centered design activities to improve intranet navigation and information discovery. Configure and optimize SharePoint Online and Microsoft Search to improve access to critical organizational information, including SOPs and other frequently used resources. Support SharePoint page, list, library, metadata, permissions, and content configuration. Assist with migration of legacy SharePoint content and information structures to modern SharePoint Online environments. Analyze existing applications and workflows and collaborate with Power Platform engineers to determine whether solutions should be maintained, modernized, replaced, or retired. Translate business and information requirements into technical requirements for Power Apps, Power Automate, Dataverse, Power BI, SharePoint Online, and Microsoft Teams solutions. Support preparation of technical design documents, process models, requirements documentation, content inventories, migration plans, and user-testing artifacts. Assist with implementation and administration of role-based access controls (RBAC) across SharePoint Online, Teams, and Power Apps. Support information governance, records management, retention, privacy, and protection of sensitive information, including PII/PHI. Participate in Agile ceremonies, backlog refinement, sprint planning, demonstrations, testing, and retrospectives. Coordinate with developers and engineers during development, UAT, deployment, and post-production support. Develop technical documentation, user guides, process documentation, and training materials. Support compliance with Section 508 accessibility requirements for SharePoint pages, applications, documents, reports, and other electronic information technology. Assist with monthly health checks, issue identification, broken-link remediation, content quality reviews, and continuous improvement activities. Required Qualifications 3+ years of relevant experience in information engineering, information architecture, business analysis, SharePoint, Microsoft 365, business process analysis, or related IT disciplines. Demonstrated experience gathering and documenting business, functional, user, and technical requirements. Experience analyzing and documenting business processes and workflows. Hands-on experience with SharePoint Online and Microsoft 365. Experience developing or improving information architecture, navigation, metadata, taxonomy, content types, document libraries, and content organization. Experience conducting content inventories, content audits, migration assessments, or similar information-management activities. Experience working directly with business stakeholders and technical teams. Understanding of Agile software/system development practices. Strong written and verbal communication skills. Ability to translate nontechnical business needs into actionable requirements for technical teams. The individual may work with information subject to privacy and access-control requirements, including PII/PHI and other sensitive administrative information. A specific clearance level should not be advertised unless NINR confirms it. Location Primarily remote / contractor location, with participation in virtual meetings and occasional onsite meetings at NIH as required.
