Applicants are encouraged to apply as early as possible. The Division of Technology Services (DTS) is recruiting for an IT Manager I for the Department of Alcoholic Beverage Services IT team. As a member of the unit's management team, you will serve as a key leader for software application development, portfolio management, and IT project delivery for the Department of Alcoholic Beverage Services, which is responsible for regulating and managing alcohol within the State of Utah. This position fills the role of Release Train Engineer (RTE) for the DABS application development portfolio and directly manages 4–6 DevOps and QA staff. The IT Manager I partners with the IT Director, two development teams, and agency Business Analysts to ensure that operational issues are appropriately prioritized, new development is thoroughly scoped and tracked, and PI commitments are met. Key Responsibilities Portfolio and Project Management Own the full application portfolio spanning approximately 14 in-house developed applications, Microsoft Dynamics 365 Finance & Operations, and D365 Commerce (eCommerce), plus integrations with third-party systems Scope features and projects in collaboration with developers and business analysts — this includes writing or facilitating the writing of Jira features and user stories, adding story point estimates, and ensuring acceptance criteria are defined before work begins Drive PI planning preparation: gather capacity, facilitate feature prioritization with product owners, and negotiate scope with agency stakeholders Hold developers and DevOps staff accountable to sprint and PI commitments — track progress in Jira, follow up on stale items, and escalate risks before they become delays Maintain portfolio visibility through documentation artifacts, risk registers, and quarterly executive reporting to DABS leadership Identify and surface technical debt, security risks, and architectural concerns in terms that non-technical leadership can evaluate and prioritize SDLC and Process Ownership Own and continuously improve the SDLC workflow: Jira status conventions, pull request and code review processes, production deployment notifications, and the transition toward CI/CD practices Ensure that work initiated in Jira flows correctly through Azure DevOps pipelines and that ticket status accurately reflects real-world progress Define and enforce intake processes so that operational requests are triaged, documented, and prioritized before being worked Vendor Coordination Coordinate DTS activities with contracted vendors including BHS (Accenture) for D365 F&O upgrades and X++ customizations, Lumovy for D365 Commerce eCommerce implementation, and other third-party support teams Manage vendor deliverable review cycles, track FDD (Functional Design Document) status, and escalate vendor risks to the IT Director Coordinate Archer security assessments for vendor-managed systems Team Leadership Directly supervise 4–6 DevOps, QA, and intake staff: assign work, monitor performance, conduct reviews, and initiate corrective action as needed Partner with the IT Director on hiring, onboarding, and professional development Facilitate standup, retrospective, and PI planning ceremonies in the RTE role Operational Responsibility Develop working knowledge of DABS business processes and how they map to applications — including warehousing, finance, purchasing, point-of-sale, and eCommerce Distinguish between application bugs, business process failures, and user error when triaging operational issues Coordinate with the Agency Information Security Manager (AISM) on security incidents, risk acceptance reviews, and policy compliance Example of Tasks Manage one or more agency wide program(s). Determine program goals and objectives and/or chair committees established to support the program Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s) Act as a resource for management and staff; provide technical support within area of responsibility Meet with vendors on new and existing products, evaluate usefulness and cost of products and make recommendations Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions Develop computer information resources, providing for data security and control, strategic computing, and disaster recovery Consult with users, management, vendors, and technicians to assess computing needs and system requirements Stay abreast of advances in technology Analyze workflow, establish priorities, develop standards and set deadlines Anticipate the impact that new or modified software will have on existing standards and systems Qualifications Program and Project Management - The ability to plan, manage, execute, and monitor moderately complex IT projects and programs with state-wide impact, as well as write project plans, recommendations, and findings SDLC and Process Ownership - The ability to own and continuously improve the Software Development Life Cycle (SDLC) workflow, ensure that ticket status accurately reflects real-world progress, and scope features and projects in collaboration with developers and business analysts Workflow and Priority Management - The ability to analyze workflow, establish priorities, develop standards, set deadlines, and define or enforce intake processes for operational requests Impact Analysis - The ability to anticipate the impact that new or modified software will have on existing standards and systems Technological Awareness - The ability to stay abreast of advances in technology Preferred Qualifications Project management depth — demonstrated ability to scope ambiguous requests into actionable features with estimates, acceptance criteria, and clear ownership; experience holding teams accountable to commitments in an Agile environment SAFe experience — hands-on RTE or Scrum Master experience including PI planning, capacity planning, and velocity tracking Microsoft tech stack familiarity — .NET, Azure DevOps, Azure cloud services, and/or Microsoft Dynamics 365; prior development experience preferred but not required AI tooling proficiency — comfort using AI-assisted tools (such as GitHub Copilot, Claude, or similar) to accelerate portfolio analysis, documentation, and workflow automation; this capability is actively used on the team SDLC improvement experience — track record of refactoring development workflows: improving ticket hygiene, implementing deployment notifications, moving teams toward CI/CD practices Technical translation — ability to synthesize technical findings from developers into management-level risk and timeline language for non-technical leadership Vendor management — experience coordinating deliverables with external implementation vendors in an enterprise ERP or custom development context About the Role Location – 1625 S 900 W Salt Lake City, Utah, 84104 United States Background Check Required – You must successfully pass a criminal history check.
