The consultant will be responsible for the following activities: Programme management, coordination and governance Results management and implementation oversight Monitoring, evaluation, learning and reporting Financial management, delivery monitoring and accountability Government, partner and donor engagement Risk management, safeguarding and adaptive management Sustainability, transition and institutionalization If you would like to know more about this consultancy, please review the complete Terms of Reference here: ToR_ext TMC0004423.pdf QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT Education: Advanced university degree (Master’s or equivalent) in human rights, law, international law, public policy, governance, international development, public administration, or another relevant field. Work Experience: Minimum 8 years of relevant experience in human rights, child protection, governance, or rule of law. Minimum 6 years of programme management experience, preferably in Somalia and in human rights. Proven experience coordinating multi-stakeholder programs with the UN, government, civil society, and donors. Work experience in working with the Ministry of Women and Human Rights Development and other ministries on Human Rights and Child Protec􀆟on in Somalia is an asset. Language Requirements: English and Somali Knowledge/Expertise/Skills: Strong knowledge of human rights-based programming, child rights, gender equality, and Leaving No One Behind (LNOB) principles. Experience in results-based management, work planning, budget tracking, risk management and donor reporting. Experience with UN joint programmes, pooled funds or SJF/MPTF-funded programmes is an asset. Strong understanding of Somalia’s human rights, governance and federal-state context is highly desirable.
