Benefits: Competitive salary Location Austin, TX Experience Level Senior Level (15 or more years of experience) Role Overview The Developer/Programmer Analyst (Software Developer 3) leads the coding, testing, debugging, and operational delivery of complex, enterprise-level applications within a state public safety agency. Operating in a hybrid model, this role is responsible for modernizing software systems, analyzing database schemas, writing advanced SQL code, and optimizing application performance. The developer collaborates with cross-functional technical teams to coordinate programming projects, troubleshoot infrastructure anomalies, and establish standards that ensure operating efficiency and business continuity. Key Responsibilities Software Development & Modernization • Oversee the coding, testing, debugging, and operational deployment of enterprise-level software programs in accordance with system technical and functional requirements. • Lead and coordinate research and analysis required for system modifications, software modernization initiatives, and new project proposals. • Analyze proposed computer applications against hardware requirements, evaluate database schemas, construct SQL code, and deploy database triggers or packages. • Develop, implement, and maintain specialized software programs designed to supplement, enhance, and scale core systems software. System Diagnostics & Performance Optimization • Troubleshoot complex application issues by analyzing system logs, system messages, thread connectivity, memory utilization, disk input/output, and disk space. • Recommend, coordinate, and execute configuration changes to continuously improve application throughput and overall system performance. • Establish and maintain robust backup and restore processes to support disaster recovery and business continuity plans. Technical Governance & Team Coordination • Coordinate, assign, track, and review the work of programming staff to ensure alignment with project schedules and deliverables. • Develop comprehensive technical standards, programming procedures, system flowcharts, diagrams, and end-user documentation. • Collaborate with cross-functional staff to schedule tasks, manage programming projects, and coordinate production runs. Required Qualifications • 15 or more years of professional experience in Java application development. • 10 or more years of hands-on SQL database experience, including database design, querying, and schema analysis. • 8 or more years of experience developing and sustaining large-scale, enterprise-level applications within collaborative team environments. • 5 or more years of professional experience working within Linux operating system environments. Preferred Qualifications • 8 or more years of experience working with the Atlassian tool suite, with specific expertise in Jira. • 8 or more years of experience working within Agile/Scrum software development methodologies. • 2 or more years of experience supporting state-level government applications or public safety systems. • 2 or more years of experience transitioning legacy mainframe environments to modern Java and SQL databases.
