Learning and Development Orchestration Lead for NATO with security clearance Coordinate the design and delivery of NATO-wide learning and development — user research, blended learning, engagement strategy and the metrics behind it. Brussels, mostly remote. A NATO organisation is looking for someone to orchestrate its enterprise-wide learning and development programme: working out what people actually need, designing the offerings that meet it, getting them adopted across a very large and very distributed organisation, and measuring whether any of it landed. It is a single-contractor role, 90% remote with roughly one day in ten in Brussels. What you would be doing User research and journey mapping — quarterly research into user needs and pain points, enterprise personas and journey maps that show where the experience can be improved. Designing and delivering the offerings — bespoke training needs analyses for technical and non-technical audiences, then shaping the residential, mobile and hybrid learning that answers them, through a learning management system. Engagement strategy — building and running engagement, communication and adoption plans, and working with designers, developers and product managers on learning experiences people will actually use. Running several projects at once and landing them on time, on cost and to quality — milestones, learning pathways, risks, issues and the mitigations for both. Metrics — tracking bespoke engagement measures, analysing them, and making recommendations that follow from the data rather than from opinion. Change management — a plan to support adoption, including identifying and dealing with resistance rather than hoping it goes away. Stakeholder management — identifying who is affected across the enterprise, building the relationships, keeping people informed, and reporting institutional analysis and quality assurance straight to senior leadership. Content — adapting at least four content artefacts a month for internal channels, collaborating with ten or more entities so the messaging stays consistent, reviewing digital content weekly and refreshing the curation approach every couple of months. Supporting internal events, workshops and leadership development programmes, and the dissemination of leadership messages. Establishing feedback mechanisms and designing the enterprise-wide engagement metrics used to judge whether communication is working. What they are looking for More than seven years of NATO experience in education and training , and more than seven years in industry in change management and L&D roles. A Master's in communications, public relations or a security-related field, or substantial experience running digital transformation in an international environment. Previous experience at NATO headquarters and across the wider NATO enterprise doing digital transformation stakeholder engagement, strategy planning and operational delivery. A track record of working with NATO's education and training facilities and the strategic commands on learning and development. An internationally recognised cybersecurity certification. Significant event management experience, and the planning, design and delivery of NATO learning exercises and training events. Demonstrated ability to build learning architectures and skills-competency mappings using the SFIA and NICE frameworks. Applied experience of the NATO lessons-learned process for quality assurance. The ability to juggle several tasks in a fast-moving environment. Nice to have Certification in ITIL 4 and in agile project management. Proficiency with the NATO Joint Exercise Management Module (JEMM) and the NATO Training Objective Management Module (TOMM). Practical detail 90% remote, 10% on site in Brussels , with travel to NATO locations — up to one trip a month, and at least four a year. Travel and subsistence are included in the price, not reimbursed separately. Belgian business hours: Monday to Thursday 08:30-17:30, Friday 08:30-15:30 CET. Starting no later than 15 September 2026 and running to 31 December 2026, with independent options for 2027 and for 2028. This is a single-contractor assignment. You must hold a valid clearance and be a citizen of a NATO member country.
