Linked Open Data Specialist – Brussels | Hybrid We are looking for a Linked Open Data (LOD) Specialist / Data Architect to support a strategic and technical initiative focused on transforming open geographical data into a Linked Open Data ecosystem . Location: Brussels, Belgium Work model: Hybrid Start: ASAP Duration: Until January 2027 Commitment: Part-time (2/5) Daily Rate: €650–€900/day Your Mission You will conduct a strategic and technical study to prepare the transformation of existing open-data assets into Linked Open Data , with a strong focus on interoperability, semantic modelling, reuse and integration with international data ecosystems. Key responsibilities include: Analyse existing datasets, structures and data models Identify business entities, attributes and relationships Develop and document a conceptual data model Produce UML, RDF or equivalent representations Identify and assess relevant ontologies and vocabularies Define semantic alignments and extensions Develop a target semantic model Identify stakeholders and facilitate workshops Capture and prioritise business use cases Define competency questions to validate the semantic model Identify relevant external reference datasets Assess interoperability opportunities with sources such as Wikidata, GeoNames and INSPIRE Define a governance strategy for URI/IRI identifiers Establish naming conventions and rules ensuring stable, persistent identifiers Evaluate RDF modelling, transformation, publication and storage technologies Propose a target architecture and recommend suitable tools Define an implementation roadmap, dependencies, risks and indicative planning Produce clear strategic recommendations and final deliverables Required Skills & Experience Strong experience as a Data Architect / Linked Open Data Specialist Proven experience with Linked Open Data (LOD) Strong knowledge of: RDF OWL SKOS SPARQL Knowledge Graphs Ontology Design Conceptual & Semantic Modelling URI / IRI Governance Data interoperability and standards alignment Experience translating business requirements into semantic and data models Experience facilitating workshops with business and data stakeholders Ability to evaluate data architectures, technologies and implementation approaches Strong analytical and documentation skills Nice to Have Experience with GeoSPARQL Knowledge of INSPIRE and geographical data Experience with geospatial / topographic datasets Knowledge of international reference datasets Experience designing or implementing Knowledge Graph solutions Experience with open-data initiatives and public-sector environments Languages Dutch: Active knowledge French: Active knowledge English: Passive knowledge Ideal Profile We are looking for a specialist who can combine data architecture, semantic modelling and Linked Open Data expertise with strong stakeholder and workshop facilitation skills. The successful candidate should be able to translate complex datasets and business requirements into a practical semantic architecture and a clear roadmap towards a sustainable Linked Open Data implementation .
