The Opportunity The Manager, Disaster Services Operations manages operations and projects that enhance Feeding America’s role before, during, and after disasters in alignment with enterprise strategy. In partnership with the Director, Disaster Services and Manager, Disaster Preparedness, this position fulfills cross-functional disaster operations, response coordination, network member engagement, program administration and other duties as assigned to ensure effective planning, disaster response, and continuous operational improvement. The role applies operational experience, continuous learning, and member feedback to inform disaster planning, improve disaster operations, and strengthen Disaster Services resources that support more effective disaster response. Success in this role requires balancing project management, operational coordination, executive communications, facilitation, relationship management, and administrative excellence to advance Disaster Services priorities and deliver exceptional support to Feeding America network members. This is a remote position with occasional travel required. You can expect us to offer the best salary up front based on these clearly defined pay practices with little room for negotiation. We make exceptions for highly experienced (multiple years of at-level experience) new hires in accordance with our pay practices. Once hired, employees have the opportunity to progress through salary ranges via regular merit increases and step promotions. Salary Range: $87,941 - $92,941 Based on Experience. Responsibilities: Program Management & Network Member Engagement (Blue Sky) Supports the Director with project management by coordinating the implementation of Disaster Services priorities and projects across internal Feeding America departments, food banks, state associations, regional coops and external partners, including meeting facilitation, executive support, and tracking deliverables, timelines, and action items. Develops and maintains presentations, reports, dashboards, and communications that support Disaster Services projects and stakeholder engagement, including for executive level audiences. Coordinates and facilitates meetings, workshops, webinars, planning sessions, and collaborative discussions by preparing agendas, documenting decisions, tracking action items, and ensuring timely follow-up. Coordinates operational planning activities that support disaster readiness before incidents occur, including maintaining implementation plans, operational resources and trainings, documentation, program management tools, and incident command structure education. Manages the Disaster Services pre-staging product program, including coordination with pre-staging locations, maintaining visibility of available inventory and storage capacity, supporting inventory audits and rotation, and coordinating the positioning, deployment, replenishment, and tracking of pre-staged disaster resources in partnership with Supply Chain and network members. Maintains Disaster Services files and documentation, SharePoint/HungerNet resources, databases, SOPs, playbooks, templates, operational guidance, and other program management tools and resources. Disaster Operations (Gray Sky) Monitors disaster activity nationwide and provides timely situational awareness to Disaster Services leadership through Situation Reports (SitReps), executive briefings, operational updates, and response documentation. Under the direction of the Director, Disaster Services, serves in a response leadership role during disaster activations, coordinating operational activities and supporting execution of Feeding America’s national disaster response. Leads and facilitates Disaster Response Leadership Team (DRLT) calls and operational briefings as assigned by the Director, coordinating with responding members (food banks, partner state association and/or regional coops) and internal teams, issuing advisories and operational updates, tracking response priorities and action items, and compiling situational information for SitReps and executive briefings. Coordinates requests for food, water, transportation, loaned staff, volunteers, and other disaster resources with internal and external partners. Coordinates operational activities during and following disaster activations under the direction of the Director, supporting response efforts and continuous improvement of disaster planning, coordination, and service delivery. Supports recovery activities, After Action Reviews, documentation of lessons learned, and implementation of operational improvements identified through the review process. Network Support & Technical Assistance Serves as a day-to-day resource for Feeding America network members by providing operational guidance and responding to disaster-related inquiries. Connects food banks with Disaster Services resources, operational guidance, and partner organizations to support disaster planning, coordination, and response operations. Builds collaborative relationships with members (food banks, partner state associations, regional coops), government agencies, voluntary organizations, corporate partners, and internal departments. Continuous Improvement Supports evaluation and continuous improvement of Disaster Services initiatives through data collection, reporting, performance tracking, and analysis of operational trends and member feedback. Captures lessons learned from disasters, exercises, trainings, and member engagement to identify opportunities that strengthen preparedness, operational coordination, and response effectiveness. Supports implementation of process and operational improvements through updates to guidance, documentation, workflows, tools, and other Disaster Services resources. Shares operational trends, lessons learned, and member feedback with the Manager, Disaster Service - Preparedness to help inform future preparedness planning, capacity building services, training, and program development. External Engagement & Representation Represents Feeding America with national and regional partners through relationship-building, conference attendance, and speaking engagements (e.g., FEMA, FNS, HHS, VOAD, IAEM). Fosters a collaborative approach to disaster services with members (partner and affiliate food banks, partner state associations and regional coops) as well as public and private sector stakeholders, centering fairness and the needs of people facing hunger in all efforts. Required Experience and Qualifications: 5+ years of experience in emergency management, disaster response, disaster preparedness, or disaster-related work within a food bank or Partner State Association (PSA). Strong written and verbal communication, interpersonal, and relationship management skills, with the ability to build collaborative relationships with internal and external stakeholders. Strong organizational and administrative skills with exceptional attention to detail. Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Teams, and SharePoint. Demonstrated experience planning and facilitating trainings, workshops, exercises, meetings, webinars, or other stakeholder engagement activities. Working knowledge of emergency management principles, disaster operations, and/or disaster planning. Preferred Competencies, Experience and Certifications: Certified Emergency Manager (CEM) certification preferred but not required. Experience coordinating national, multi-state, or large-scale disaster operations and collaborating with government agencies, voluntary organizations, and private-sector partners. Experience working within food banks, Partner State Associations, food distribution networks, or supply chain operations supporting disaster response and emergency food assistance.
