Position Summary The Manager, Learning Experience and Operations leads the operational strategy, planning, delivery, and continuous improvement of enterprise learning and talent development programs. The role oversees learning operations, technology, measurement, vendor performance, and program delivery, ensuring scalable, high-quality learning experiences, reliable operational performance, and actionable business insights. The Manager leads the Program Operations Coordinator and Learning Operations and Insights Consultant and works closely with program owners, HR partners, business leaders, facilitators, vendors, and technology partners. Key Responsibilities Program and Portfolio Operations Lead operational planning and execution across the learning and talent development portfolio. Establish delivery standards, operating rhythms, timelines, roles, and service expectations. Oversee portfolio capacity, priorities, dependencies, risks, and resource allocation across learning programs. Lead exploration of emerging learning technologies, AI-enabled capabilities, and process innovations to improve learning effectiveness, operational efficiency, and business impact. Ensure a consistent, high-quality learning experience for participants, managers, and facilitators. Support the transition of new programs from design or pilot stages into sustainable delivery. Team Leadership Provide direction, coaching, prioritization, and performance management for the Coordinator and Consultant. Define team roles, decision rights, and operating expectations to ensure effective coordination across logistics, systems, reporting, and vendor management. Balance team capacity against portfolio priorities and emerging business needs. Build team capabilities through development, cross-training, and process documentation. Learning Systems and Operational Excellence Provide strategic oversight of learning technologies and ensure effective administration of the LMS and related platforms. Establish governance for data quality, reporting, documentation, and operational controls. Identify opportunities to simplify, standardize, automate, and scale learning operations. Partner with HR technology, IT, procurement, finance, and vendors to resolve issues and improve services. Measurement and Insights Establish and evolve a learning measurement and ROI framework that connects participation, capability development, behavior change, and business outcomes to inform program and investment decisions. Establish meaningful measures for learning participation, experience, application, effectiveness, and investment. Review dashboards, evaluation findings, and operational trends. Translate data into recommendations for program owners and senior leaders. Ensure reporting is accurate, relevant, timely, and aligned with business priorities. Vendor and Investment Management Oversee vendor relationships, contracts, licenses, renewals, and learning investments. Monitor planned, committed, and actual expenditures. Evaluate vendor performance, utilization, service quality, and value. Support annual planning, budgeting, forecasting, and investment decisions. Stakeholder Partnership Serve as the primary operations partner to learning leaders, program owners, HR partners, and business stakeholders. Set expectations, resolve escalated issues, and communicate risks or tradeoffs. Ensure operational decisions align with enterprise priorities and participant needs. Required Qualifications Bachelor’s degree 7 plus years of relevant experience Preferred Qualifications Seven or more years of progressively responsible experience in learning and development, talent management, learning operations, HR operations, or enterprise program management, including at least two years of experience leading employees, project teams, or a significant cross-functional portfolio. Experience leading learning operations, talent development programs, HR operations, or a related function. Experience managing people, programs, vendors, budgets, systems, and cross-functional stakeholders. Strong operational planning, analytical, communication, and problem-solving skills. Working knowledge of learning platforms, reporting tools, evaluation practices, and process improvement. Ability to translate strategy into clear priorities, processes, and execution plans.
